The beginning of yyork in Mart-h 1952 on the five million dollar Ninth Street Bridge capped the hopes and dreams of the c'iy'it--rninded people of Wheeling, for this had been their goal for many years. When the arc-h met in September 1954. it yy'as a symbol of a great awakening for Wheel- ing c-itizens. The c-ity took a good look at itself and dec-ided that the time had come to go forward. Beauty and progress became the yy'atc-lrwords and plans for improvement seemed to spring up ey'ery'yy'here. This bridge reminds us of the span yye are building here at XX heehng.
