The student body voted to call it the .Campus. Nostalgia at the thought that soon the Weymouth High School would have to leave this beautiful red brick building with its expansive lawns and iron gate, so like a college campus, prompted the choice of this name. Not only is the name different but also the format. A central theme derived from the classs motto, Knowledge comes, but wisdom lingers appears through- out the book. This is particularly true when we try to repay Miss Helen Norris and Mr. William Kearns for what they have sacrificed to promote our interests, while they sought no reward but our progress in learning to think, and our ultimate success. At this late date, as we reflect upon their pains- taking efforts to guide us in the right direction, upon their generous patience with our shortcomings, and upon their inspirational leadership, our helplessness in voicing our most genuine sentiments can be under- stood. Wisdom is usually understood to mean the faculty of forming a sound judgment in a matter. It has been our hope while you were at Weymouth High School that we have enabled you to amass considerable knowl- edge and to give you the training, experience, and wisdom to use it wisely. We sincerely hope that your years with us have been such that wisdom will linger and help you to enjoy a full and happy life. Best wishes to each and every graduate. Sincerely, Wallace L. There is a bright future in the offing for our southern neighbors provided they take advan- tage of the opportunity by overcoming the obstacles hindering their advancement. One obstacle that has greatly hindered the progress of Latin America is the po- litical structure; for, although we hear the continent referred to as a unit, in reality, it consists of several politically divided nations. Some of these nations are demo- ccratic in nature, but others are dicatorial and have developed into areas which might readily accept Communism. Latin America is greatly in need of economic assistance and, if she does not receive aid from the United States, she will turn elsewhere. The relationship be- tween our country and Latin America seems to be in a rather precarious situation at this time, but one that can be remedied. Such projects as the Organization of American States, comprising Latin America and the United States, which held its tenth Inter-American conference in March, 1954, foster co-operation between the American nations and encourage mutual economic assistance. It is hoped that by the actions of that agency and by the work of United States programs, the threat of Communism hindering the democratic development of Latin America will be re- moved. Why does Latin America have such a great need of foreign aid? At present she is striving to develop her abundant natural resources, which make up the greater part of her exports. In recent years commerce has made rapid advances. Since the period immediately preceding World War II, trade between Latin America and the United States has doubled. The bulk of her exports still remains in the form of raw materials, upon which our country is becoming increasingly more dependent; therefore, it is of great importance to us that Latin American resources be developed. 29 The United States feels that Latin Ame ric an economy will best advance through free enterprise and private capital. Milton Eisenhower, Personal Representative oJ the President, points out that eighty per cent of the economic: aid which Latin America has received from the United States is in the form of private capital. Latin America, however, feels that she should receive more help in the form of investment from the United States government. As a result she does not always present an attitude favorable to private investment. Clearly some sort of harmony between North American and South American views could greatly accelerate her pro- gram of economic development. Socially, Latin America is far behind the United States, although her standard of living is improving rapidly. Since educational facilities are not adequate, many na tions are still burdened with over fifty per cent illiteracy. These rates are. how ever, being lowered. Bolivia, which provides free and compulsory primary education and has seven universities, has already reduced her adult illiteracy rate from eighty- five per cent in 1956 to sixty-eight per cent in 1958. Many other states have also initi- ated various social and educational reforms with the result that, on the whole, the standard of living in Latin America is increasing faster than in any other area of the world. The future holds much promise for Latin America, an area which has both the natural resources and the manpower to become a leading power in the world. Before she can achieve this goal, however, she must solve her political differences, both among her own disunited nations and with the United States. Once this ambition is realized, economic and social growth will follow naturally and she will assume her rightful place among the powers of the world. In the words of Arturo Frondizi, President of Argentina, Let us make the American Continent the continent of human hope, realizing on its soil and for all its sons the promise of happiness and fulfillment America offers to mankind. THE AMERICAS . . . Partners for Peace DONNA ELINOR PETERSON Today a minority subversive group in Latin American countries is spreading rumors, indicating that our Southern neighbors are developing a dislike and, in some cases, even a distrust of the United States. Instances of ill-feeling were evident in the fairly recent reports concerning the stoning of Vice President Nixon in Vene- zuela and the student demonstration in Bolivia, both of which were eagerly seized upon by propagandists. Actually, study has shown that some basis of fact did exist in these accounts; but, on the whole, the rumors were exaggerated. The present unfriendly attitude of Latin American republics is the result of corruptive outside influences regarding the past foreign policy of the United States, a policy often interpreted as being devised to benefit our country at the expense of the weaker, the less stable nations. There rests the beginning of the bitterness, which has been spreading, nurtured by misunderstanding and error. This misunderstanding has been gradually developing since the inception of our Latin American policy, in 1823, with the adoption of the Monroe Doctrine, a political theory that supposedly was America for Americans. Thence, the United States became the protector of the young Latin American nations, independent but exhausted by struggles against autocratic rule. At the time, the Western Hemisphere, isolated from the rest of the world geographically, could also expect to remain isolated politically, with little difficulty. As a result, this policy was fairly workable and culminated in the growth of a mutual, but rather distant friendship, based on a common need for individual ad- vancement. This might be exemplified by the action of the United States in the Mexican revolution and in the Venezuelan boundary dispute when those Latin American countries looked -to us for aid. As the years have passed, however, the purpose behind our actions has become questionable in the minds of many Latin Americans. The policy established by Theodore Roosevelt, in 1904, transforming the position of the United States from a protector to a police agent, gave substance to this doubt. For the next thirty years, our country intervened in numerous instances to prevent political and economic disturbances. Fearing action by European creditors, we rescued Santo Domingo from bankruptcy; United States Marines took Veracruz, Mexico, to bring order during a political upheaval, but only in the best interests of democracy. Too, we occupied Haiti to salvage the financial system and to establish a stable government. As a result of such intervention, friendly in our eyes but aggressive in the eyes of Latin Americans, the United States came to be regarded as The Great Colossus of the North, the Neighbor with the Big Stick. Amiable relations could hardly exist under such conditions. Nevertheless. United States has aided in the develop- ment of these Southern republics, politically and financially. The points debatable in the minds of our Southern neighbors were the methods employed and our moti- vations which frequently aroused their suspicions. This attitude warned President Franklin 1). Roosevelt of the necessity of prov- ing otherwise, so, in 1933, he introduced the Good Neighbor Policy ; stating that this country was to devote its energies to the policy of the good neighbor — the neighbor who resolutely respects himself and, because he does so, respects the rights of others. Under the terms of this policy, all countries of the Western Hemisphere were to be equal, equal in authority and in points of decision. To bring about this sense of equality, the United States was to evidence respect and co-operation and. although maintaining firmness, avoid a domineering attitude. Likewise, a series of Pan-American conferences have been held to determine decision involving international affairs, through discussion and co-operative actions of both the South America countries and the United States; for example, the Pan- American League of twenty-one nations caused a unified front to be followed by these countries in World War II. After the war, the Rockefeller Committee was set up to co-ordinate the cultural and commercial relations among the American republics. The multiple accomplish- ments through its efforts have been prodigious: student transfers; training programs for medic al personnel, social workers, engineers and aviators; and a well-developed transportation system by highways and airlines between the two continents. With such a concentrated effort on the part of the United States to repair North and South America re- lations, much progress has been made, but the way is not easy. Old problems are yet to be solved. New dif- ficulties are arising in the current world situation. We have the means, however, to overcome all obstacles in the path to an understanding. With the republics of Latin America and the United States working co- operatively, we can accomplish much, not only for our- selves but the entire world. Latin America and the United States can be an active force — American partners in hope for world peace. THE AMERICAS . . . Economic Partners BRUCE WESLEY STEVENS During the great era of free trade and investment in the ninteenth century, the United States enjoyed a favorable program of commercial relations with Latin America, which ended abruptly in the crash of 1929. Then Latin American industry become revitalized during World War II when she offered an unrestricted field of exports to the Western Allies; since then, there has been a continuous advancement noted in her business organization. The time has come when the United States must consider seriously the great importance of Latin America, not only as a market but also as a main source of essential raw materials. No land is more conductive to American business than Latin America which, next to Canada, absorbs more U.S. capital than any other part of the World. By the end of 1957, our direct private investment in Latin America amounted to 8.4 billion dollars or one-third of our total direct investment abroad. Likewise, our gov- ernment has invested at least two billion dollars, and the Export-Import Bank has loaned them over a quarter of a billion. A good amount of this rapidly growing in- vestment has been directed to oil, mining, and public utilities in Venezuela, Brazil, Cuba, Chile, and Mexico. Latin America now accounts for one-fourth of our world trade, United States business having been established in practically every market. Furthermore, many of our corporations have established branches to meet Latin America ' s demands for more manufactured products — demands that have resulted from their economic growth, fostered by our help. Besides this very important rea- son, there are several others: 1 . The differences between tastes frequently require a new product or the adaptation of the old. 2. Raw materials are easily obtained in large quantities, thanks to the com- bined efforts of many countries in exploitation and research. 33 3. The sources of raw materials, such as oil, are not endangered by possible major conflicts now existing in the Middle East. Most of the Latin American countries have reached a critical point in their dev- elopment. Though still dependent on their exports or raw materials to the United States and Europe, they desire internal growth to make them less dependent on the fluctuation of commodity prices in world markets and to give them a greater sense of self-sufficiency. It was remarked by a Brazilian official: There is a sense of frus- tration in our people when they hear about the great wealth of Brazil. We had a gold rush in the eighteenth century; the Portuguese ended with little, but we ended with nothing. Now there is a growing feeling that progress must come from within. Indeed, Latin Americans have awakened to their responsibilities and are making great strides toward economic security. In the past few years progress has been noted again and again: seven republics have integrated steel industries; Argentina has a small automobile industry and the beginning of an important parts supply business; Brazil ' s automobile industry is turning out over 100,000 buses, cars and trucks a year; Chile is utilizing her forests for her new pulp-and-paper industry; and Mexico ' s Sahagun Indians, who only ten years ago were farmers, are now turning out diesels, textile machines, and freight cars. Such an industrial expansion has given the main impetus to Latin American growth and has boosted personal income and expenditures. The combination of our help and their ambition has transformed economies that were dependent on agricultural and foreign industries into more stable economies. Despite the fact that the countries of Latin America are divided, the hope for the future is strong. Observes Carl Rieser: If this area teems with prob- lems — poverty, inflation, trade disbalances, national- ism, and Communist subversion, it also teems with excitement. The challenge to United States policy- makers is to help Latin American nations overcome these problems and at the same time encourage them in their legitimate aspirations. The usual academic subjects are taught with a view of training pupils to do individual thinking and creative work, as well as to learn basic facts on which to build future knowledge and wisdom. Always alert to pass on to pupils new ideas for improved education, Weymouth is offering this year a special course in experimental physics pre pared by a group of physicists at Massachusetts Institute of Technology. Most of Weymouth High School ' s serious students are rewarded by being accepted at the college of their choice. Below: Miss White explains Hardy ' s fatalistic attitude. Weymouth High School offers a variety of courses in preparation for this work. Bookkeeping, typing, accounting, and such courses are presented with meticulous attention to accuracy. IVforeover, these courses are combined with subjects like history, science and English. The English course includes business English, letter writing, spelling and literature to develop in the stu- dents a love and appreciafffHi of the classics. Future engineers learn to letter neatly and draw exactly in mechanical drawing classes. The art course includes water color, oil, char- coal, block printing, and many other media which make it possible for students to acquire many and varied artistic skills. In home economics classes future seamstresses, cooks, or just plain housewives learn the tricks of their trade. Beautiful garments are created, in sewing classes. The Aggie boys get instruction in care of live- stock, plants, trees and shrubs. Their working year doesn ' t end in June as does that of the other students in the school. Each boy must take a summer job in a field related to agri- culture. Inspectors visit these workers and mark them on their progress. A stage hand was searching frantically for a missing prop. It was the opening night of the Senior Class Play. The curtain rose. The play, TURN BACK THE CLOCK, is a hilarious comedy of the roaring twenties, ' ' the days when our mothers and fathers were teenagers wearing raccoon coats and dancing the Charleston. The talented cast presented the play which is a rollicking, happy expose of dad ' s courtship with mother, in a mature, perceptive and humorous manner. Senior Class Prayer by JANET ROLLINS Dear Lord, As the velvet warmth of spring blankets the land, we realize that Graduation Day is near. The thrill of the future mingles with the memories of the past. Years of guidance and security are now behind us, and frightening uncertainty lies ahead. The understand- ing and patience of our teachers, the love and guidance of our parents and the priceless joy of laughs and sorrow we shared in friendship are the past dreams we knew. Standing now before the open gates of tomorrow, we realize we can never turn back. Each of us has a road to travel, and whether in shining success or in dismal failure, I pray we never walk that winding road alone. On this day of our graduation, my Lord, though we go our separate ways, may you always be near, giving us the security and love we knew when we were under the Cross of Gray. And one of the best places I know to con- tact is the Telephone Company. Several of us from my graduating class are working here — and every one of us loves it. Telephone jobs are important ones. We have our own training pro- gram which you can enter without any previous job experience. The pay is good, and you ' ll get regular raises. Why not come and see our employ- ment interviewer soon . . . before you graduate. Ask the Guidance Counselor at your school to tell you when and where to apply.
