dministration The responsibility for establishing excellence throughout a school system is shared by the Board of Education, the administration, and the faculty. Ini- tially, the Board of Education must formulate broad plans, general goals, and basic policies-guides toward the realization of the educational ideal. In addition to these supervisory functions, the Board must also provide the nec- essary buildings and other facilities and select the administrative and teaching staffs. Continuing the program begun by the Board, the administration presides over the daily business operations of a complex enterprise, executes the for- mal policies that the Board has determined, and, when unexpected or unfa- miliar problems develop, adapts the general rules to each individual situation. Likewise, as a practical liaison between the Board and the faculty, the admin- istration interprets attitudes and communicates the decisions. In this way, a pleasant, efficient atmosphere, devoid of conflicts among faculty, students, or both, dominates the actual school situation. Therefore, the prime duty of the administration is to coordinate effectively all aspects of the educational pro- cess. The final stage in this process involves the purpose for which the entire structure exists-the education of the whole student. Here, at last, the abstract principles and the extensive preparation personally affect the student, through the vital services performed by the faculty. However, to fulfill its responsibility of providing instruction, advice, counsel, leadership, and inspiration, the fac- ulty must possess certain knowledge and skills that are prerequisites for em- ployment by Westmont. As a testament to these abilities of the faculty of Westmont Hilltop, a catalogue of qualifications appears below. Mr, William F, Shaffer ,,.,, .................
