Considering the requirements for mobility of air groups the arrangement described was considered feasible and fairly successful. But with the limita- tions of personnel imposed by peacetime conditions and reduction of amount of actual ship-based operations, this arrangement would not be successful. Under peace time conditions it will be necessary for the air group to contain the maintenance personnel and functions complete. A neucleus crew of only a few experienced personnel should be maintained on beard each carrier for the purpose of insuring upkeep of equipment and spaces normally to be used by the air group when embarked.
