Complete responsibility in maintenance matters was assumed by the Air Departnent. Considering the requirements for mobility of air groups the arrangement described was considered feasible and fairly successful. But with the limita- tions of personnel imposed by peacetime conditions and reduction of amount of actual ship-based operations, this arrangement would not be successful. Under peace time conditions it will be necessary for the air group to contain the maintenance personnel and functions complete. A neucleus crew of only a few experienced personnel should be maintained on beard each carrier for the purpose of insuring upkeep of equipment and spaces normally to be used by the air group when embarked.
