Payson Smith, born in Portland, Maine, Feb- ruary ll, 1873, attended the public schools of his native city, was graduated from Westbrook Seminary and attended Tufts College as a non- graduate member of the class of 1897. As classroom teacher, high school principal and superintendent of schools in Maine com- munitiesg as Maine State Superintendent of Pub- lic Schools for nine yearsg as Massachusetts State Commissioner of Education for nineteen years, as a faculty member of the Harvard Graduate School of Education for six years g and for more than a decade an inspiring teacher in the School of Education at the University of Maine, he has faithfully, generously and loyally devoted many years of his active life to the interests and educa- tion of all youth. A recipient of honorary de- grees from several colleges and universities, i11- cluding those in Maine, ho11ored by tl1e National American Association of School Administrators by tl1e presentation of the American Educational Award, his creative leadership and unremitting faith in the institutions of our society can but inspire and influence us to a greater achievement Zlllfl commendable endeavor. To Payson Smith, for his vision, his inspira- tion, his ever-friendly and generous counsel: for his understanding of youth and the society in which they live, We gratefully dedicate this volume.
