President Silas D. Snow is serving his 16th year in ofice. Snow sees en Dr. First alumnus to head the college, Dr. Silas D. Snow took office July 1, 1953. Under his leadership, student registration rose from 923 to an all-time high of 4,425 in September 1968, making the college the third largest institution of higher learning in Arkansas. The 1968 total included a record number of high school honor graduates enrolled as freshmen. A veteran educator, Dr. Snow was superintend- ent of the Crossett public schools prior to accepting the presidency of SCA. He is a member of the Methodist Church and its official board. Dr. Snow has served as president of the Conway and Crossett Rotary Clubs and as governor of Rotary International District 617. He is a 32nd Degree Mason and a Shriner. He was state chairman for the 1968 membership drive of the Arkansas Association for the Crippled, the state's Easter Seal agency. Dr. Snow is chairman of he rollment increase Arkansas Educational Television Commission, and a former president of the Arkansas Educational Television Commission, and a former president of the Arkansas Education Association. He is a mem- ber of a review committee of the North Central Association of Secondary Schools and Colleges, the National Commission on Accreditation, the Southern Regional Education Board and the National Commit- tee for Education on Family Finance Board. He is listed in Who's Who in America. He was Arkansas's representative on the Euro- pean Flying Classroom inspection tour in 1950. In 1965, he spent 30 days in Israel as one of seven educators chosen to study higher education in that country. The trip was sponsored by the U. S. State Department and the American Association of Col- leges for Teacher Education.

President Snow steers SCA growth SCA's building program moved ahead with the completion of a second cafeteria and two residence halls, while students made their first full-year use of the Silas D. Snow Fine Arts Center, an archi- tectural showpiece built at a cost of 51.3 million. Other major construction during the year included a project designed to upgrade the college's recrea- tional and athletic facilities. Installed as part of the project were four new tennis courts, a completely new lighting system that made Estes Field one of the best illuminated football fields in the state, and a 4,000-seat grandstand on the east side of the foot- ball field. The baseball field was relocated west of the Science Hall as part of the project. In anticipation of increased enrollment the fall of 1969, Dr. Snow and the Board of Trustees began planning two additional residence halls. Each would accommodate some 250 students. On the academics side, 48 new teachers were added to the faculty in 1968-69. Twenty-five of them filled new positions, boosting total teaching strength to a record 175. The number of courses offered by the college rose to nearly 800, also a record, rep- resenting increases in many departments at both the graduate and undergraduate levels. New programs included the SCA-ROTC pro- gram, officially begun in September, and the col- lege's Counseling Center, staffed by three practicing psychologists. Observers describe the center as perhaps the finest service of its kind in the state available to college or university students. Dr. Maude Carmichael accepts a donation for the Carmichael Chair of Economics from Mrs. Merlin Moore as President Snow, Dr. J. Carter Murphy, an internationally known economist, and Mr. Cleddie Harper, board member, observe.

SCA is rapidly expanding its physical campus with completion of new buildings and landscaping. Administrators SCA's rapid expansion continues Charles R. Teeter, as Director of Develop- ment, is assistant to the President in charge of the college's over-all program of development and progress. His assignment includes supervisory roles in public relations, student aid, placement, admissions, health services, alumni matters and public information. Mr. Teeter, a native of Pottsville, has a BSE degree from SCA and an MA from the University of Arkansas. Before joining the SCA Administration in 1961, he had served as Personnel Dean at Arkan- sas A8rM and as superintendent of schools at Gould and Star City.
