Capt. Charles W. Roe
Lieutenant Colonel James P, Pennell arrived here in January.
1982. LtCol Pennell attended Marist College for one year before
he enlisted in the Marine Corps. After a year in the Corps, he was
designated an aviation cadet, and was commissioned in Septem-
ber, 1964. He was first assigned to VMFA 393 at Cherry Point,
where he flew F-As. He participated in the air support of the
Dominican Republic incident, and then was deployed to Westlltac
in late 1965. Returning in 1966, he was stationed in Beauford. S.C.
until 1969, when he returned to Westpac. From 1970 to 1972
LtCol Pennell attended Oklahoma State University, where he
earned a BS in mathematics. After a year and a half in an F-4
training squadron at Cherry Point, he returned to school again.
this time to Monterey. where he earned an MS in computer sci-
ence: He then went to WestPac again. Upon his return. l.tCol
Pennell went to Marine Corps Headquarters where he was the
project officer for Tactical Command and Control Systems. Before
being assigned to UVA. he served in the Third Marine Air Wing as
Ops officer for Marine Air Group 11. LtCol Pennell and his wife. the
former Ellen Wilson, have four children: Elizabeth, James, Laura,
Captain Charles W. Roe came to our unit in August, 1981, to
spend his final three years with the Navy as our Commanding
Officer. He began his naval career in 1952 as a Naval Aviation
Cadet He was first assigned to Fleet Air Reconnaissance Squad-
ron Two QVO-2i in Morocco, and then to the Naval Air Develop-
ment Center in Johnsville, Pa. ln 1960 he graduated from the
University of Michigan with a BA in political science. He has been
assigned to VS-1 in Japan: to Heavy Attack Squadron Two WAH-
2i as Ops Officer and XO, to VAH-123 as Ops Officer, and VAH-
TO as CO. Captain Roe served aboard the USS Coral Sea and the
USS Midway as Navigator and XO. He has served as Electronic
Warfare Officer for ClNPACFLT in Honolulug Head of the Western
Hemisphere Branch, Polifico-Military Policy Division, CNO, Com-
mander, US Naval Activities, Spain, CO, US Naval Station, Rota,
Spain, and Assistant for JCS matters to the CNO. He has earned a
BS in Military Science, an MA in international Relations, an MA in
Law and Diplomacy, and a PhD with specialization in US-Latin
American Affairs. He and his wife, Joan, have four children: Nan-
cy, Tracy, Charles, and Dawn. Capt. Roe and his wife plan to retire

Major James S. Shi, who arrived here in September, 1982 as our
Marine Officer Instructor, will be leaving the Marine Corps this May to
enter private law practice in North Carolina Major Shi entered the
Marines through the PLC program while at Georgia State University
Since he graduated in 1971 he's been assigned to the USS Provi-
dence which made tours to Vietnam and the Carnbbeari, to Camp
Lejeune and Ouantico as a defense counsel, and then to Carnp
Lejeune as Chief Review Officer He has attended Law School at the
University ol Georgia and Naval Justice School in Newport, Rhode
lsland and has received the LLM degree at UVA Law School Major
Shi and his wife, Betsy, have two children, Christy and Wesley
Lt. William Baines took over the job of third year instructor laSt fall. Lt.
Baines participated in the Nuclear Propulsion Officer Candidate Pro-
gram while attending Widener College in Chester, Pa. After graduat-
ing he went to OSC. where he met his wife. Anita. Lt. Baines has
attended Nuclear Power School in Orlando, Fla., worked with the S3G
prototype nuclear reactor in New York, gone to sub school in New
London, Conn., and for the past 312 years has been assigned to the
USS Parche lSSN 6831 as the electrical officer and damage control
assistant. He now lives with his wife and two children, Sarah and
William, and is working towards his masters in nuclear engineering.

Lieutenant CCDFl'lFTlEiflOGf Onedia Franke became our Fourth Year ln-
structor in October. 1982 She graduated from the University of
Central AVKHDSBS 11.1171 a BS in psychology. She attended OCS in
1974 Her first Culy was as a Communications Watch Officer in
Norfolk ln 1977 Ll Cor Franke was assigned to the Defense Comm-
Eng Center Reston va where she worked as an analyst. She
graduated trern Nar.ai Post Graduate School in 1979 with an MS in
cornputer s,s-rriariagernent and then was assigned to the Deputy
UNO for f.1lll3LI'lI'Ar." Personnel, and Training, in Arlington, Va. There

Lt. A. C. Halsall came to us last fall as the new second year instructor.
He is originally from New Orleans. ln 1974 he graduated from Louisi-
ana State University with a major in mathematics. While at LSU, he
participated in the Nuclear Propulsion Officer Candidate program.
After graduation he went to OCS and was commissioned in 1975. Lt.
Halsall served as the Chemical and Radiological Controls Assistant
aboard the nuclear cruiser the USS Mississippi and as Operations
Officer while deployed in the Mid-East aboard the USS Stump. Lt.
Halsall was recently married to the former Bridget Marie DiBerto at
Virginia Beach. He enjoys sailing and scuba diving in his spare time.
