Snelling to the Chancellorship of the entire University System and integration ofthe three Athens units during the spring 1932 created the question of how these units should be controlled. This gave rise to a sort of administrative committee that was to act in the absence of Chancellor Snelling. This committee was composed of S. V. Sanford, President of Franklin College: Andrew lvl. Soule, President of the College of Agricultureg and Jere 111. Pound, President of the College of Education. Sanford was to exercise final authority on the ground that Franklin College was the oldest of the three. In this manner most of the 1932-1933 session was conducted. The spring of 1933 saw the Board of Regents continue their reorganization and integration. Sanford was made President of the entire University System in Athens, Other administrative divisions were to be in charge of Deans responsible to the President. An effort has been made to explain the stages of the transition in the School Begins and During The Year sections of 1933 PANDORA.
