Nichols, Assistant Superintendent for Administration, directs and supervises ad- ministrative functions and services at the Academy. Prior to his appointment at the Academy, Mr. Nichols served in a number of executive positions with the Maritime Administration both in Washington and New York including Comptroller, Member of the Maritime Subsidy Board, Budget Officer, Personnel Of- ficer and Eastern Region Finance Officer. Previous responsibilities also embraced nine years 5u as Vice President and Treasurer of United States Lines Inc., where he was responsible for planning and direc- i u ting long and short term financing for the construction of break bulk and container vessels, and financing the ofl development of terminal properties. REAR ADMIRAL ARTHUR B. ENGEL SUPERINTENDENT Rear Admiral Arthur Bright Engel, United States Coast Guard, (Retired), Superintendent of the United States Merchant Marine Academy, is a native of Grand Rapids, Michigan Graduating from the U S. Coast Guard Academy in 1938. he first served on the cutters Chelan and Cayuga until the outbreak of the Second World War, during which time he was assigned as the deck watch officer on board the cutter Duane on North Atlantic convoy escort duty. After receiving a Master’s degree in Naval Construction and Engineering from Massachusetts Institute of Technology, he served as engineering officer of the cutter Pontchartrain, homeported in Boston, Mass.. 1 945-1 947; executive officer of the icebreaker , Mackinaw on the Great Lakes, 1951-1961. Between cutter assignments, Admiral Engel had tours of duty at Coast Guard Headquarters in the Naval Engineering Division and at the Coast Guard Yard as Design Superintendent. From 1961-1965 he served as the head of the Department of Applied Science and Engineering. Ad- miral Engel was then named to command the Coast Guard Shipyard at Curtis Bay. Md. While there, he earned the Coast Guard Commendation Medal for outstanding performance of duty. In June of 1967 he was promoted to Rear Admiral rank and appointed Superintendent of the United States Coast Guard Academy. On July 1, 1970 Admiral Engel assumed com- mand at Kings Point. He is the only man ever to serve as Superintendent of two federal academies. 25

A CAPTAIN VICTOR E. TYSON. JR. c: Assistant Superintendent for Planning Captain Victor E. Tyson. Jr.. USMS. Assistant Superintendent for Planning, graduated from the University of New Hampshire with a B S. degree in Biochemistry. After graduation, he entered the newly formed Cadet Corps and began his training as a member of the Class of 1 943. He began his nautical career as Third Officer with United States Lines. Inc. Returning to the Academy in 1946. he was assigned as a Company Officer while awaiting an open- ing in the Navigation Section of the Nautical Science Department. In 1949 he became Chief of the Naviga- tion Section with the rank of Lt. Cmdr.. USMS. In October 1955 Captain Tyson was transferred from the Department of Nautical Science to the newly created post of Alumni Records Officer and Placement Director. In February 1960 he was assigned to the collateral duty as Executive Officer (Acting) and effec- tive 1 September 1 960 was promoted to the position of Assistant Superintendent and Executive Officer with the rank of Captain, USMS. 27
