On the square are the County Courthouse built in I845, St. John's Episcopal Church, and the First Presbyterian Church, the ol- dest public building in Carlisle. ln the cemetery on East South Street, Molly Pitcher, General John Armstrong, Chief Justice John Bannister Gibson, Dickin- son College President Charles Nisbet, and many other figures from CarIisle's past are buried. Every war has found Carlisle involved, but the Civil War left the deepest scars. An anti slavery Cumberland County had many important "underground rail- road" stations. Through- out the French and Indian aan Wars ara U756 - l763J, the post served as a supply base and jumping- off point for expeditions to the West. including Brigadier General Forbes' seizure of ll Fort Du- quesne lI758j. During Pontiac's War 07635, LTC Heniy Bouquet led a 460-man force from Car- lisle. consisting of volunteers and men from the 42d Highlanders QBIack Watchj and 77th Regi- ment. to a decisive victory over the Indians at Bushy Run. Early in the Revolutionary War, the Continental Congress direct- ed the establishment of several ordnance powder factories. The availability of many skilled arm- orers in the area around Car- lisle. fetogether with - iron and wood for charcoal within easy reach, made Carlisle Barracks or Washingtonburg, as it was called around I777, an ideal location for an arsenal. ln I777, the Con- tinental Congress designated Carlisle as the site of an Ord- i i nance Magazine. George Washington. However, it was not until l80l that the old post actually became Fed property when it was purchased from the heirs of William Penh. The post gained its cun name about ISO7. R s The United States Army's first educational institution, a school for artillerists, was established at Carlisle Barracks in I778 by Cap- tain lsaac Coren. This was the first of I0 different Army schools eventually to be located at this installation. The Cavalry School was found- ed in I838 by.Captain E.V. Sum- ner ofthe First Regiment of Dra- igoons stationed here. During I838-I879, the school provided hundreds of well-trained men for the defense of our Nation. The dragooni units were stationed at Carlisle Barracks from l80l through ISGII. Many of the stu- dents from this Cavalry School fought against each other during the Civil War. On July I. l863. Confederate cavalry commanded by General J.E.B. Stuart approached Carlisle. The cavalry forces found the town held by the 2lst and 22d New York Militia Regiments. Stu- art demanded an unconditional surrender. With the surrender re- fused. the Confederate forces opened fire with small caliber ar- tillery. Another request for the unconditional surrender was refused. A second barrage began, and torches were applied to a lumber yard near the military installation and to the barracks and buildings of Carlisle Barracks. Sometime after midnight, Stuart's units moved away and tardily joined the main forces of the Confederate Army in the turning point of the Civil War - the Battle of Gettysburg. The Indian School period . . . Following the Civil War, the Barracks processed recruits until June of I87l. It was in that year also that the War Department published orders ending the cavalry station at the Barracks. After eight quiet years, Carlisle Barracks was transferred to the Department of Interior for use as an Indian Industrial School. The Indian School at Carlisle was the idea of Brigadier General Rich- ard H. Pratt Qthen Lieutenantj who petitioned Congress in l879 to establish a school to educate rather than subjugate the red man. He became the school's first superintendent, seeking to train Indi- an youth in a variety of academic and vocational skills. The first group of almost completely uncivilized Indian boys and girls ar- rived at Carlisle on the night of October 6, l879. The ultimate aim of the school was to train the Indian youths in the duties of citizenship. The school gave the Indians a mastery of English, other academic subjects, and a vocation that made them economically independent. Among the male vocations taught were shoemaking, tinning, carpentry, blacksmithing. tailoring, printing, harness-making, plumbing, bricklaying and telegraphy. The girls learned sewing, dressmaking, laundering, cooking, and nursing. From I897 to I95I, it served as Post Headquarters for various military schools of the Post. In I95 I , the Army War College was relocated from Fort Leavenworth. In l9l2, Jim Thrope participated in the Olympics at Stockholm, Sweden, winning the decathalon and the pentathalon. Carlisle Barricks has probably been the site of more Army educational institutions than any other post. The "schools" tradition is memorialized by the monument frightj to the Artillery School, first school of the American Army Cestablished in l778D and the "all schools" monument fbelowj. The Schools monument notes, among others. the schools of the l900's: Medical Service C20-'46J, Information C46- '5lD, Adjutant Generalf'46-'47j, Chaplain C46-'Sly Military Police C46-'48J.and Army Security Agency C49-'Sly Carlisle Barracks' significance as the outstanding "school post" for over two centuries makes it today a fitting location for the Army War College, the Army's highest educational institution. One of the many familiar landmarks on the Carlisle Barracks campus today is the statue of Frederick the Great, who stands guard over the old parade ground. The nine-ton "bigger than life" statue was given to the United States by Kaiser Wilhelm ll. Situated at Fort McNair originally, the statue was removed during World Wars l and ll for fear of damage. In l954, it was moved to Carlisle Barracks shortly after the Army War College relocated here. With Brigadier General Tasker H., Bliss as its first Commandant, the first annual session of the Col- lege commenced I November l904 at 22 Jackson Place, Washington. McNairj in I907 to a newly- built facility fnow the home of the National War Col- legej, noted by the plaque fbelowj which is located in the Rotunda of Root Hall. The first post-World War ll Army College Class was held in August I950 at Fort Leavenworth, Kansas. and the College was moved to Carlisle Barracks, Pennsyl- vania, the following July. The school was officially 'designated the U. S. Army War College on I January I957. In l967. the Military History Research Institute was established at Carlisle Barracks, and in l973, the Strategic Studies Institute was incorporated within the College. The first twelve subcourses, parellel to the core curriculum of the Resident Course, must be completed. Then, in June l979, the first of two resident sessions commenced and the students were cordially received with the usual Army War College hospitality. It provided an ex- tended opportunity for free and candid dia- logue on these issues among the College students, faculty, and guests, the latter a widely representative group of American citizens drawn from varied segments and fields of American life and endeavor. And finally. it enabled American citizens to get to know some of their prospective leaders of the American Armed Forces and, in turn. permitted the students "to go home again" in a sense to the society they serve.
