COMMANDER . 0. BLACK EXECUTIVE OFFICER USS TRUCKEE V . ' V , , 45 , ,, A V , f, W Commander Richard O. Black was born in Long Beach, California, February 16, 1936. He joined the Navy as a Midshipman at the U. S. Naval Academy, and upon graduation in June 1957 was com- missioned an Ensign. His first assignment was on board the USS O'BRIEN CDD-7251 as Navigator!Communications Officer. From that assignment, he moved to the billet of Staff Com- munications Officer for Commander, Destroyer Squadron 4 followed by an assignment in USS BOSTON QCAG-15 as Boiler Officer. From 1961 to 1964 Commander Black served as Personne1fAdministrative Officer for Commander, Joint Task Force Eight, the force which conducted the 1961 nuclear tests and subsequent test plan- ning. Next came an assignment as Communications Officer in USS TACONIC QAGC-175 followed by duty in the Communications Plans and Policy Division in the Office of the Chief of Naval Operations. - Between 1968 and 1969, Commander Black served with the United Nations Truce Supervision Organization in Palestine, as a military observer. Assignments as Operations Officer of USS SANDOVAL QLPA-1943 and USS SAN DIEGO IAFS-61 preceded duty in TRUCKEE. Commander Black is married to the former Elizabeth Martin of Alexandria, Virginia. The Blacks reside in Virginia Beach and have two daughters, Lisa, and Tracy.
