Under the direction of Frank West, head building operator, was a crew of 7 building operators, who man- aged to keep the campus clean and immaculate, despite the great odds against them. Emailed! Saeed! Q-.QNJQJBJ Wee? The Board of Education in October moved into their new Administration building located at 624 W. 24th street. New Board president Don Oden was forced with many tough situations. The Board was faced with a de- crease in enrollment of 5 percent leaving the Topeka Public Schools with a budget decrease of over S1 million. In an effort to regain this lost money, the board went to the State Board of Tax Appeals, and approxi- mately half the amount was re- stored. Many Topeka teachers taught most of the year without a signed con- tract. Negotiations and log heated debates were heard between the Board, teachers and private citizens regarding the matter. The Board changed it's meeting times from evenings to afternoons. Many felt this was a tactic to avoid appearances by the public. At 10 p.m., Feb. 28, the Board team and the teacher team agreed on a 2-year contract which gave the teachers a 7 percent increase for next year and a 7V2 percent increase for the 80-81 school year. The Board also faced an election year. Long time members Dr. Mark Morris and Richard Crawford chose not to throw their hats in the ring. The tone seemed to settle down, but the Board still worked toward the construction of a new middle school, and the closing of some junior highs in event to move ninth graders into the senior high schools for the 80-81 school year.
