Topeka Board Initiates MBO Health, Education and Wel- fare compliance, board of edu- cation election procedure and Management by Objectives were projects the seven elected, unpaid members of the board of education dealt with. MBO, a new staff organiza- tion plan, was established to place much of the decision making in the school buildings. The board invited the com- munity to introduce issues at its weekly public meetings. Rou- tine tasks included approving school books, curriculum, budg- ets and building projects. Listening to views of the board of education patrons on such issues as elections and busing is Harry Craig, board president.
