One of the major requisites of modern sea power is, however more general than any of these examples of modern weaponry. This is the con- cept of mobility. Mobility to remain at sea on patrol for weeks or months, mobility to steam from sea to sea without ever sighting land, this is a major tenent producing the strengthof our modern navy. A major doctrine ofthe U.S. Navy contributing to mobility is mobile logistic support and more specifically underway replenishment. This idea of 'underway replenishment was advanced greatly with the introduction of the AFS in the form of the Mars and the Sylvania. Here is the combination of AF and AKS culminating in Mars and Sylvania supporting the 7th and 6th fleets respectively. The capability of Sylvania is unparalleled in underway replenishment. She is the major supporting unit for the entire sixth fleet and accomplishes her task as a true paragon. She transfers aviation parts, stores, food -and almost anything the mind could think would be needed by our fleet. Her methods of transfer are two-fold, alongside and vertically. She can replenish another ship sixty feet off her side at twenty knots with as much as ten tons at a time moving from her side to the receiving ship. Her two helos, carrying two ton loads each to other ships, combine with alongside transfer to make an unbeatable combination of speed, efficiency and quality of work. There are naturally many ingredients which must be combined into so successful an operation on so large a scale. This combination is ships, equipment and most important...men. The. officers and men of the Sylvania are the most important constituents of the replenishment operation. The men of the different departments must function smoothly together to consummate a successful replenishment operation. This calls for the utmost in effort by all hands and this is always given readily by the crew of Sylvania. The people whovrun the machines, work the cargo and ,handle the ship are the essence of Sylvania's successful accomplish- ment of her importanttasks. T - 8 . He continued to serve in Shaw until January 1944, and participated in the Guadalcanal and New Guinea campaigns. A year as an instructor at the U.S. Naval Training Center, Miami, Florida was followed by orders to USS Sims CAPDSOD as Executive Officer. Joining Sims in Okinawan waters, Lieutenant Lienhard took part in the initial troop landings in Tokyo Bay and the occupation of Japan. Promoted to Lieutenant Commander, he became Commanding Officer of Sims which became head- quarters and barracks ship for the U.S. Strategic Bombing Survey Team investigating the nuclear bomb damage at Hiroshima. Following World War II, Lieutenant Commander Liehard commanded USS Falgout CDE324Dg attended General Line School in Newport, Rhode Island, and served in the Amphibious Force, first as Executive Officer of USS Catamount CLSD17J, then as Assistant Chief of Stafffor Logistics to Commander Amphibious Training Command, U.S. Atlantic Fleet. Returning to destroyers in 1952, Commander Lienhard commanded USS Sigourney CDD643D. The two years in Sigourney included Caribbean Train- ing exercise, a midshipman practice squadron cruise to Europe, and Korean operations to support the United Nations Forcesf This tour was followed by three years duty as Destroyer Pro- ject Officer for the Ship Characteristics Board in the Office of the Chief ofNaval Operations. In this capacity, he assisted in the development of characteristics for the first guided missile destroyers and frigates. It is the story ofthe develop- ment of a new concept in underway replen- ishment in which a fast new ship plays the role of several ships in providing combat stores to units of the deployed fleets. It shows pictorially how a group of U, S, Navy men took this new ship and transformed her from an inanimate object of metal into a precise, highly organized, and functional machine which daily performs routinely the many com- plex operations which 'are required to support our combatant ships. Since commissioning of SYLVANIA many men have come and gone. All have left something of themselves in the ship. Many things have changed as we have improved our techniques while we oper- ated over the past two years. You have each contributed something to the ship and to your country as you spent many hours during day and night in fair weather and foul in furthering the capability of this ship to perform her mission. We have visited many ports and made many friends for the United States dur- ing our stays in these ports. Your per- formance as goodwill ambassadors for your country has been significant. For your understanding and maturity in this respect, I express my appreciation Your professional competence both as a group and as individuals has been recognized as hundreds of ships have come alongside or were vertically 're- plenished by Sylvania. I fully.e,xpect that .qc J..-1K,-.1,.w ' - 1. this professional reputation as Sylvania goes about 'her tasks' and as' new men replace' those now on board.
