The perspective is from a ship and crew who spared no effort in making it clear to all that Stump and the U.S. Navy are proud and professional organizations. The thousands of miles we sailed in circumna vigating the South Ameri- can continent were shared by ships from eleven nations. The 26 port visits provided a unique opportunity to meet, share knowledge and prepare to work with our Southern Neighbors. The commonality of the sea and those who sail her was vividly abundant throughout our journey. Stump had many achievements and set several records during the cruise. Our air department contributed to many of these and I include them in every sense when I speak of the ship and crew. Our passage through the Straits of Magellan and the Chilean Inland watenavay was the first by a Spruance Class Destroyer. Our personnel retention during this cruise led to Stump being awarded the Surface Force Atlantic Retention Silver Star and contributed to our being named the Atlantic Fleet Golden Anchor winner for I 98 I . Throughout this book are pictures and reminders of those who made this memorable cruise. Every man aboard did a tough job and did it well. The tremendous impression we made on our Southern Allies is a reflec- tion of dedication and team work. The support of our families and loved ones contributed significantly to our success, and for them we hope this cruise book will provide an avenue to the colorful stories that can only be touched upon here. The native of Minneapolis, Minnesota, is the son of LD. and Helen fMcGuirej Elfelt, He was commissioned in the U.S. Navy upon graduation from the University of Minnesota in June I 951. His first assignment aboard USS RUSH CDD-7I4j was followed in January I 952 by assignment to USS SHAN- NON IDM-24j. In November I 953 he joined the staff of Commander Mine Division Two as Chief Staff Officer and in January I 955 became prospective Commanding Officer of USS WARBl.ER KMSC-2061, under construction at the Bellingham CWashingtonQ Shipyards Company. He assumed command of that coastal minesweeper upon commissioning in July I 955, and subsequently deployed to Sasebo, Japan. From November I 956 to May I 958, he had duty in the Bureau of Na val Personnel, Washington, A D.C. He then attended Stanford University, Palo Alto, California, where he received a Master of Arts degree in Personnel Administration in June I 959. Following service as Missile and Weapons Officer in USS HELENA ICA-752, he reported in May I 96 I as Ex- ecutive Officer of USS PRESTON KDD- 795 Q. He returned to the Bureau of Na val Personnel in Judy I 963, where he Q served as Assistant Lieutenant Commander Assignment Ofticer until July I 965. He then attended the Command and Staff Course at the Naval War College, Newport, X? Rhode Island. While there, he received a Master's De- gree in International Affairs from George Washington QB-Q University. In July I966 he assumed command of USS HENDERSON CDD- 7852, which deployed to Southeast Asia in January I 967 where the ship supported attack carrier operations and conducted extensive shore bombardment assignments. In November I 96 7 he joined the precommissioning crew of USS NEW JERSEY IBB-62j and served as Executive Officer of the battleship throughout its Vietnamese service and subsequent decommissioning at Bremerton, Washington. In January I 970 he was assigned to the Office of the Chief of Na val Operations, in the Command and Policy Branch and remained there until ordered as Commanding Officer of the Na val Support Activity, Naples, Italy, where he served from June I973 to August I 9 75. Following duty in Italy, Rear Admiral Elfelt returned to the Pentagon where he served first in the Oftice of the Chief of Na val Operations and later as the Navy Member of Staff Group of the Chairman, Joint Chiefs of Staff He became Deputy Chief of Staff Plans, Policy and Intelligence to the Supreme Allied Commander -Atlantic in August l979 and remained there until his assigmment as USCOMSOLANT. Rear Admiral Elfelt 's decorations include the Defense Distinguished Service Medal, the Legion of Merit, the Meritorious Serlvgie? Midallzvith Gold Star in lieu of second award, the Bronze Star with Combat V, and the Navy Commendation Medal wit mn. at . He is married tothe former Sally Dahm of St, Da vids, Pennsylvania, and they ha ve four children: Elizabeth. Helen, James and Cordelia. '
