Forwarded, recommending consideration for inclusion in the NAVSURFLANT retention improvement input to the Navy-wide Retention Conference. 2- The USS STUMP CDD-9782 Command Retention Team has devoted considerable time, and given thoughtful in-depth consideration, to their recommendations. Although the basic letter was included with nine other DESRON TEN ship in-puts under separate cover, it is also submitted separately in order to properly recognize the STUMP's ongoing and genuine concern for the retention needs of our men and to specifically endorse the STUMP's superb initiatives. 3- The STUMP's synthesis addresses the common thread of those tangible and intangible rewards of naval service in that, recognition of the man and continued prosecution of improved people programs are vital to readiness. And, that perceived or actual inconsistencies within and outside the life lines are the bete noire iof a service environment that depends on motivated and satisfied Navy men and families. The conditions of service, as the STUMP recognizes in noting community relations, education and career developments, do not depend solely on monetary compensation or military privileges. Retention improvement is not simply a task of asking for more , Those elements that make military life bearable, and perhaps affordable, are, however, foremost in the minds of our people. The 'panoply of Navy benefits, and people programs, and public perception of the service are a delicate balance between Navy commitments and resources. DESRON TEN ship surveys and retention interviews indicate that the balance has tipped toward commitments and that retention problems are 3 major result. 4. There is much we have and can continue to do within the Navy. Our intent within DESRON TEN is to continue full SPI-Bed with these efforts but such internal initiatives are not the complete answer. The fundamental issue is that the Navy is a difficult place, in which to live and work and we are placing increasingly high demands on our people. Retention is the critical index.
