The USS STUMP CDD 9781 has led the way with initiatives to improve training, the quality of Navy - life and retention. The ship's efforts have resulted in continuous NAVSURF LANT Retention S UPERSTARH Status since commissioning and a ship elan second to none. In the eight months preceeding her present SCN! FMP RAV the STUMP established a reputation as an impressive operator and good will ambassador. The record of her crew, and host city appreciation, in port visits to New York City, Mobile, Alabama, St. Thomas, Virgin Islands, and Fort Lauderdale, Florida were unsurpassed. The STUMP won innumerable friends for the Navy and in the case of New York City has been officially requested to return. The totally favorable press interest, in and outside the Navy generated by and for STUMP, has without doubt, fostered increased enlistments and Navy Sea Power support. r The operational considerations, as well addressed by STUMP, and logistic planning for an around the world cruise are considerable, but not insurmountable. The 963 class not only has long fuel legs but is demonstrating a sound reliability of sustained operations at sea. , The concomitant deployment of a PACFLT 963 would serve to not only fulfill corresponding fleet commitments but also would significantly heighten national and world interest in our Navy. The lessons learned derived from interfleet circumnavigationalfoperations would prove invaluable for contingency planning and mutual improvements in standard operating procedures as observed in the EAST COAST and WEST COAST Navies. The recommended circumnavigational deployment is considered equally as bold and show the flag as it was for the Great White Fleet.
