COMMANDER C A ANDERSON U S NAVY i 3 1 1 4 4 I 4 31 january 1980 FROM THE COMMANDINC OFFICER: As we complete our eighteenth month of commissioned service, lam proud ofSTUMP's accomplishments. Our Team is affectionately referred to by our contemporaries as the '6Legendary STUMPH. STUMP's tenure with the Fleet has been continuously highlighted by outstanding success, a tribute to all of our shipmates. We recently completed Refresher Training in Guantanamo Bay, Cuba ahead of schedule, leaving with remarkably high evaluations. This was followed by our second Naval Cunfire Support Qualification, and our second show of extreme mission capability in this area. Final Contract Trials and Light-off-Examination, and Operational Propulsion Exams, all taxing tests of our abilities to perform as a team, were completed with STUMP shining as the best Spruance class destroyer ever. Our Supply Department was nominated as the best Navy afloat feeder, Operations has won an Efficiency E in both Combat and Communications, Engineering has won an E for excellence, we were nominated by COMDESRON' TEN for the Colden .Anchor Award , the Energy Conservation Award , and the Environmentalist Award . Our list of accomplishments is larger yet with two much lauded visits to New York City, well-hailed visits to Mobile, Alabama for Mardi Cras, and pleasant stays in Fort Lauderdale, Florida, St. Thomas, Virgin Islands and Montego Bay, jamaica. Looking ahead to our first major overseas deployment, 1 see the fruit of our past efforts coming forth. All of the work, the pride, the adventures, the frustrations, and the ultimate successes of our past, shown here in our first cruise book, are the foundations upon which our accomplishments on deployment will build. Iam confident that all of our shipmates will together surpass our past accomplishments and carry on the proud tradition we have started. Foote Exciting events have taken place in the two years Since the STUMP Precommissioning Unit opened its doors at the Norfolk Naval Station in january 1978. In our six months there, we greeted some 200 shipmates and grew from a land-locked administration and training unit to the crew of the nation's newest and best warship. We stretched from two office spaces and scattered accomodations, through the Hswankl' quarters of SARA- TOCA HALL, on to Lakeside Manor ffor somej, and finally to Hull 16, DD-978. We met the challenges of west passes and parking regulations while gaining significant schooling and on-the-job training at local commands. Who can forget the two or three airplanes they rode in july as the PRECOM Unit closed down. We joined the advance group in Pascagoula, moved aboard STUMP and began learning our systems and our ship. With commissioning on that very hot day in August o '78, we severed the EastfWest Bank umbilical cord and began the operational cycle that has led us to the eve of our first deployment. The number of advancements to date is almost equal to the number of people we have on board. We've greeted and given tours to over 15,000 visitors, played - and won - basketball games in Pasca- goula and Norfolk, bowled in Portsmouth, 'played soft- ball in Mississippi and Virginia, gone swimming from Montego Bay to St. Thomas, from Fort Lauderdale to Guantanamo Bay. The Executive Officer's responsibility lies mostly between the lifelines. Accordingly 1've been concerned with just about everything that concerns itself with life On board STUMP. The passageways, the bunk curtains the time of Liberty Call, and the times of meals during our always crowded underway periods. We've refined the concept of SH1PMATE and have always pitched in to help each other, and others, through Navy Relief, the Combined Federal Campaign, and blood donations , T ' programs he men of STUMP ARE USS STUMP. The STUMP won innumerable friends for the Navy and in the case of New York City has been officially requested to return. The totally favorable press interest, in and outside the Navy generated by and for STUMP, has without doubt, fostered increased enlistments and Navy Sea Power support. r The operational considerations, as well addressed by STUMP, and logistic planning for an around the world cruise are considerable, but not insurmountable. The 963 class not only has long fuel legs but is demonstrating a sound reliability of sustained operations at sea. , The concomitant deployment of a PACFLT 963 would serve to not only fulfill corresponding fleet commitments but also would significantly heighten national and world interest in our Navy. The lessons learned derived from interfleet circumnavigationalfoperations would prove invaluable for contingency planning and mutual improvements in standard operating procedures as observed in the EAST COAST and WEST COAST Navies. The recommended circumnavigational deployment is considered equally as bold and show the flag as it was for the Great White Fleet. Forwarded, recommending consideration for inclusion in the NAVSURFLANT retention improvement input to the Navy-wide Retention Conference. 2- The USS STUMP CDD-9782 Command Retention Team has devoted considerable time, and given thoughtful in-depth consideration, to their recommendations. Although the basic letter was included with nine other DESRON TEN ship in-puts under separate cover, it is also submitted separately in order to properly recognize the STUMP's ongoing and genuine concern for the retention needs of our men and to specifically endorse the STUMP's superb initiatives. 3- The STUMP's synthesis addresses the common thread of those tangible and intangible rewards of naval service in that, recognition of the man and continued prosecution of improved people programs are vital to readiness. And, that perceived or actual inconsistencies within and outside the life lines are the bete noire iof a service environment that depends on motivated and satisfied Navy men and families. The conditions of service, as the STUMP recognizes in noting community relations, education and career developments, do not depend solely on monetary compensation or military privileges. Retention improvement is not simply a task of asking for more , Those elements that make military life bearable, and perhaps affordable, are, however, foremost in the minds of our people. The 'panoply of Navy benefits, and people programs, and public perception of the service are a delicate balance between Navy commitments and resources. DESRON TEN ship surveys and retention interviews indicate that the balance has tipped toward commitments and that retention problems are 3 major result. 4. There is much we have and can continue to do within the Navy. Our intent within DESRON TEN is to continue full SPI-Bed with these efforts but such internal initiatives are not the complete answer. The fundamental issue is that the Navy is a difficult place, in which to live and work and we are placing increasingly high demands on our people. Retention is the critical index.
