The squadron consisted of USS ST LOUIS ILKA-116j, USS TARA WA ILHA-lj, USS OCDEN ILPD-51, USS POINT DEFIANCE ILSD-311, USS HARBOUR COUNTY ILST-1195j and the USS PEORIA ILST-11831 In the vicinity of the atoll ENEWETOK, PHIBRON SEVEN relieved PHIBRON FIVE of it's operational commitments and assumed the duties of maintaining the United States presence in the Western Pacific and in the unstable region of the Indian Ocean. ' - I Amphibious Squadron Seven was divided into two Amphibious Ready Groups, Amphibious Ready Group Alpha and Amphibious Ready Group Bravo, which were tasked with operating in different regions of the Western Pacific. ARG BRAVO which consisted of USS ODCEN USS POINT DEFIANCE and USS PEORIA, proceeded north with the task of patrolling ,the region of the Sea of Iapan, Korea and Okinawa. Amphibious Ready Group ALFA consisting of USS ST LOUIS, USS TARA WA and USS BAREOUR COUNTY proceeded southward and patrolled the waters of the South China Sea and the Indian Ocean. LO IS I SA USS sr LOUIS ILKA-1161 USS ST LOUIS was launched at Newport News Shipbuilding and Drydock Company, Newport News, Virginia, on Ianuary 4, 1969. She was placed in commission at Norfolk Naval Shipyard, Portsmouth, Virginia, on November 22, 1969, becoming an integral part of the modern, mobile twenty knot amphibious force of the United States Pacific Fleet, and bears the name of the city and county of St. Louis, Missouri. Homeported in San Diego, California, ST LOUIS is a unit of Amphibious Squadron Seven. Carrying eleven assault boats and possessing a newly designed cargo handling system, the 575 foot ST LOUIS claims a powerful capability for support of amphibious operations that is significantly greater than older ships of her type. The mission of an LKA is to transport and land combat equipment and material with attendant personnel, in amphibious assault. Her four Mike 8 boats are the largest landing craft now hoisted aboard a Navy ship, and are capable of landing sixty ton tanks. An enlarged helicopter platform provides flexibility in the rapid evolving techniques of amphibious operations. The cargo handling system includes twelve booms, two of which have a capacity of seventy tons, special elevators and numerous cargo spaces for both vehicles and general cargo. Four cargo holds and several special cargo compartments provide the capability to transport any equipment presently required to support an amphibiousqassault. The engineering plant is fully automated and can be operated by fewer men than required on older ships. The fully air-conditioned ship includes roomy living quarters for both crew and ambarked troops, a recreation room and a library. Besides wartime victories, LKA's have accomplished significant peacetime achievements. They have been visible symbols of power for peace statesmanship in times and places of crisis, brought medical care, food and supplies to persons striken by hurricanes, floods and earthquakes, rescued seafarers in peril on stormy oceans and goodwill emissaries to other nations around the world. ,:b,,,:,7::LV, .. --,-.-... He graduated from the University of Utah in 1957 and received his commission through the NROTC program. He served in USS OAK HILL fLSD-7j as an Ensign, then reported to Pensacola, Florida for flight training. Upon his designation as a Naval Aviator in Iune 1959, he reported to Fighter Squadron 124 at NAS Moffett Field, California as a F8U 'Crusader' fighter pilot. He subsequently flew the Crusader in five fighter squadrons prior to reporting as Assistant Air Operations Officer on the staff, Carrier Group FIVEfAttack Carrier Striking Force Seventh Fleet in October 1969. He then served a tour in Air Test and Evaluation Squadron 4 as Administrative Officer and project test pilot. Following a tour as Executive Officer he took command of Fighter Squadron 24 in May 1972 while deployed in USS HANCOCK ICVA-19j conducting combat operations off the coast of Vietnam. Captain Morris next attended the Air War College at Maxwell AFB, Alabama during which time he also received a Master of Arts degree in political science from Auburn University. His next assignment was in USS RANGER ICV-611 where he performed as Air Operations and Operations Officer. His most recent tour was Executive Assistant and Flag Secretary for the Commander Naval Air Force, U. S. Pacific Fleet. Captain Morris was awarded three Distinguished Flying Crosses, the Bronze Star, the Meritorious Service Medal, the Navy Commendation Medal,,the Navy Achievement Medal, and numerous other personal decorations for more than 300 combat missions over North Vietnam. Deck Department consists of four divisions, First, Second, Third, and Fourth. First and Second Divisions split the entire main deck area into two areas of responsibility. First Forward and Second Aft. They operate the world's largest sea going cargo booms, the massive 70-tonners, along with smaller 40 and 15-ton versions. They are in charge of anchoring forward through the Forecastle, and mooring to piers and bouys. Third Division operates the long arms of the ship's combat capability, its assault boats. Fourth Division maintains and operates the ship's armament, 3 f50 calibre gun mount forward and 2 more midships. Upon our return to the States, every man in the Deck Department could see the improvement in training, techniques, and proficiency which came about as a result of the many long hours and effort expended in these operations, and we know that the ship is a better fighting unit for it. The engineers worked on 48 deck winches, 9 assault, 6 cargo elevators, 2 ship's steering units, 4 55-ton air conditioning units, 2 refrigeration systems, 2 boilers and control systems, and two diesel generators. The full-bench decision, with only Mr Justice Murphy dissenting, d . en s an eight-year challenge by the Council for Defence of Govern- ment Schools QDOGSQ. CI The Federal Govern- ment, the Opposition and church groups welcomed the ruling. But a DOGS spokesman said that the 6-1 judg- ment was a black day for Australia, the High Court and government schools. The case Involved hun- dreds of millions of dol- lars in grants provided to independent schools each year. Last years Federal Budget estimated that more than S310 million would be provided to in- dependent schools this year. Section H6 DOGS claimed that Commonwealth laws pro- viding recurrent and capital grants breached Section 116 of the Con- stitution. Section 116 says that the Commonwealth can- not make any law for establishing any religion, for imposing any reli- gious obseivance or for prohibiting the free ex- ercise of any religion. It also outlaws reli- gious tests as a qualifi- cation for any Common- wealth office or public trust. The Victorian Attorney- Gencral, Mr Storey, nom- inally supported the DOGS case so that it could be heard by the High Court, but Mr Storey, the attorney-gen erals of all other States and the Commonwealth opposed the action. The Chief Justice, Sir Garfield Barwick, said a law to break under Sec- tion l16 must have as its express and single pur- pose the establishing of any religion. BAILEY IR. Major Thomas C. BAILEY Ir. was born October 31, 1942, and is a native of Lansing, New York. He attended St. Bonaventure University and graduated in 1964 with a Bachelor of Arts Degree. After completion of Officer Candidate School, he was commissioned a Second Lieutenant on 1 April 1965. As a Second Lieutenant he commanded a rifle platoon in M Co. 3d Bn 6th Marines. His assignments in combat include Executive Officer L Co 3d Bn 3d Marines, Commanding Officer Hq Co, Hq Bn 3d Marine Division and Chief Air Observer 3d Marine Division. Returning to the United States, Captain BAILEY served as Commanding Officer B Co 1st Bn 8th Marines. His next assignment was as a task analyst in the Office of Manpower'Utilization at HQMC. After completing AWS in Feb 1973, he served as Plans Officer for G-4 III MAF, and subsequently as C-4 9th MAB. Captain BAILEY's next assignment was at M. C. Recruiting Station Albuquerque, New Mexico where he was promoted to Major. In September 1977, Major BAILEY was transferred to the National Emergency Airborne Command Post, OICS where he was in charge of test and evaluation for the E-4B program. Prior to assuming command of MSSG-31, Major BAILEY was assistant G-1 1stMarBde. Major. O'CONNELL Captain Ieffrey W. O'CONNELL was born on 18 Iune 1950, and is a native of Long Island, New York. He attended Mount Saint Mary's College and was graduated in 1972 with a Bachelor of Science Degree in Economics. As a Second Lieutenant he was the S-4 and Supply officer for 2d Force Reconnaissance Company, Force Troops, FMFLANT. From 1976 thru 1978 he served as the Executive Officer and Supply Officer for G Co, 2d BN, 23rd Marines lReserve1, then reported back to active duty in Ianuary 1979 with Hq Co, BSSG, 1stMarBde, where he was appointed Group Supply Officer. DER ooo 1stSgt IOHN Dy UNDERWOOD was born 23 December 1939 and is a native of Memphis Tennessee. 1stSgt UNDERWOOD reported to Parris Island for recruit training in Ianuary 1957. Upon completion, he underwent infantry training at Camp Lejeune and reported to 3rd Marine Division serving with 1 Co 3rd Recon Bn 3rd Marines, I Co 3rd Bn 9th Marines, D Co 1st Bn 5th Marines, and M Co 3rd Bn 3rd Marines sequentially thru Aug 1962, Cpl UNDERWOOD then reported to 3rd Amtrac Bn Camp Pendleton. He embarked with units of the 1st Marine Division during the Cuban Missle Crisis blockade then joined 1st Amtrac Bn 3rd Marine Division. Sgt UNDERWOOD landed in Vietnam with the 3rd Marine Division, rotated to Camp Lejeune for one year, then returned to Chu Lai, Vietnam with the 1st Marine Division in May 1966. After spending four months as an instructor at T.B.S. SSgt UNDERWOOD returned for his 3rd tour in Vietnam and remained there until December 1969. He remained with the 3rd Marine Division on Okinawa with the exception of a ten month tour at Camp Lejeune, thru Iune 1977 while he was serving as Bn Sgt Major 1st Bn 4th Marines at MCACCO 29 Palms CA. 1st Sgt UNDERWOOD's decorations include Combat Action Ribbon, Presidential Unit Citation I3 Awardsl, Naval Unit Citation I2 Awardsl, Meritorious'Unit Citation 12. That would put the B-52s in easy striking distance of the strate- gically' important Persian Gulf area. B-52 accommodations at Diego Garcia would shorten by many hours the time it takes the bombers to fly from their current base on Guam to the Arabian Sea and Persian Gulf area and return. Pentagon officials said they do not expect permanent basing of B-52s on Diego Garcia, however. Andersen AB on Guam will con- tinue to be a permanent base for B-52s, they said. GUAM-BASED BOMBERS have flown 27 surveillance missions in the Persian Gulf area since former President Carter ordered such flights in January 1980 as part of an effort to show the Soviet Union the U.S.' resolve. Air Force officials say round- trip flights from Andersen AB to the Arabian Sea normally take about 30 hours. Diego Garcia, a British-owned island, has developed gradually See DIEGO, Page 9 'All-oceans' strategy adopted by the Navy WASHINGTON QUPD - Navy Secretary John Lehman said Tuesday the Reagan adminis- tration has changed Navy strate- gy by deciding to defend U.S. ocean interests worldwide instead of focusing narrowly on protecting Western Europe from Soviet at- tack. That is the reason for the recent Reagan administration decision for a large increase in funds for building Navy vessels. The Carter administration is the one that hit upon the plan only to defend sea lanes to Europe. ON ANOTHER matter, Lehman said the 1972 SALT I agreement limiting the number of nuclear missiles on land and at sea should be scrapped because it gave the Soviet Union an unfair 3-2 ratio over the United States in the deployment of such weapons. That ratio, Lehman said, is simply unacceptable. The new global role for the Navy will require 600 ships. The secretary said 15 instead of the present 12 aircraft carrier battle groups will be needed to meet simultaneously the Soviet threats on a variety of ocean fronts. Six of the vessels comprise Amphibious Squadron Seven Commanded by CAPT Richard F. Green. They are the amphibious assault ship USS Tarawa, the amphibious transport dock USS Ogden, the dock landing ship USS Point Defiance, the amphibi- ous cargo ship USS Saint Louis. and the tank landing ships USS Baizbour County and USS Peoria. Tarawa serves as the squadron flagship. The other two ships returning home are the guided missile frigate USS Ramsey and the frigate uss Downes. All the ships left San Diego Oct. l4. While deployed, the squadron took part in amphibious exercises in the Philippines and Korea. Additionally, Tarawa, St. Louis and Barbour County spent 45 days in the Indian Ocean and visited Kenya and Australia. Together, the squadron visited Thailand, Japan, Korea, the Philippines and Guam and spent the holiday season visiting Hong Kong and Singapore. As a footnote to the deployment, l5 squadron sailors reenlisted in a special ceremony at the Arizona Memorial in Pearl Harbor.
