O Report Issued On Jonestown WASHINGTON (AP) — There is no way to tell whether an improved performance by the State Department might have prevented the mass murder-suicide at the Peoples Temple commune in Guyana last November, a department report concludes. But the report, published Thursday, charged the department with extreme inefficiency and serious mistakes in judgment in its reaction to events leading up to the violence, which took the lives oi Rep. Leo J. Ryan, D-Calif., four companions and more than 900 followers of the Rev. Jim Jones. The report said U.S. Embassy officials in Guyana were severely circumscribed by their basic lack of polire or investigative authority.” The Guyanese government did not try to keep a close watch on the jungle encampment, the report said. Even if those factors had been improved, to guess whether the deaths could have been averted would be “pure speculation,” the report said.
