CAPTAIN RICHARD J. MCCARTHY CONIMANDING OFFICER Captain McCarthy was raised in Framingham, Massachusetts. He is a 1964 NBOTC graduate of the URIVGVSIIY OI Notre Dame and was commissioned as an Ensign in August of that year. He received a Master of Business Administrative degree from the University of Hawaii in 1971 and graduated from the United States ArmY Wa' College in June 1982.
