Her mission is the support of the most modern surface ships in the United States Navy and the maintenance and repair of the wide variety of technological systems in our fleet. Her keystone-shaped insignia signifies the vital impor- tance of SAMUEL GCMPERS' support to our nation's 1 fleet. The American Eagle symbolizes the nation's Q strength and power for peace. A composite of the major 5 technical skills comprising the core of a tender's capabi- j Iities is superimposed on the eagle. A i The anchor represents deck services the tender pro- vides, including boats, cranes, rigging, and cargo han- . dling. The gear depicts those ratings working in machin- vi ery and hull repair for customer ships and those supply- , ing engineering supoort services required for this work. The missile shows ordnance and weapons support pro- vided to fleet combatants. Electron orbits represent the S newest generation of skills required to support todays 3 Navy, those of advanced electronics craftsmen. SAMUEL GOMPERS' motto is Service Supreme . Point- ing to the spirit and the goal of USS SAMUEL GOMPERS, her motto requires no explanation.

COMMANDING OFFICER Captain Fred W. Bailey served in submarines as an enlisted man for three years. After receiving his Bachelor of Arts degree from the University of Denver at Denver, Colorado, he attended Officer Candidate School and was commissioned in October l958. Following completion of Deep Sea Diving School, Captain Bailey served on board USS Current CARS-225 as Salvage Officer, Operati0nS Officer and Executive Officer. In November l963. Captain Bailey reported to the Fleet Training Group at San Diego where he was the Officer in Charge of a Training and Transfer Team engaged in training foreign crews and transferring ships under the Militaty Assistance Program. ln July l966 he assumed command of the USS Jerome County CLST-8481 and commanded that ship for two years, completing two deployments to Southeast Asia, during which time Jerome County was awarded the Presidential Unit Citation and the Meritorious Unit Commendation. ln August 968 Captain Bailey reported to the U. S. Naval War College, Newport. Rhode Island. as a student in the Naval College of Command and Staff. Upon graduation he was assigned to the Staff of the War College where he served until July l97l. He returned to sea duty in September of l97l assuming command of USS Bridget CDD'lO24j. On II January l974, Captain Bailey assumed command of USS O'Callahan CFF- IOSD and remained in command until October of l975, at which time he reported to the staff of Commander Third Fleet as Flag Secretary and Aide to the Commander until l July l978. when Captain Bailey assumed command of USS Preble LDDG-463 and served as Commanding Officer until 27 June l98O. Captain Bailey assumed command of USS Samuel Gompers CAD-375 on lS November I98O. Captain Bailey holds a Master of Science degree in International Affairs from George Washington University. His military decorations and service awards include the Meritorious Service Medal and the Navy Commendation Medal with Combat In addition he wears the Combat Action Ribbon. Presidential Unit Citation Ribbon, Meritorious Unit Commendation. National Defense Medal, Korean Service Medal. Viet Nam Service Medal Cwith four QIGFSJ. Republic of Viet Nam Distinguished Service Order Second Class Medal. Republic of Viet Nam Gallantr C U y ross Ribbon. Unit Nations Service Medal and the Viet Nam Campaign Medal. Navy Expeditionary Medal and Sea Service Ribbon. Captain Bailey is married to the former Melissa Dilbeck of Butte. Montana. The Baileys reside in El Cajon.
