aptain Evans was bom in Pittsbur , P n ' ' C 1943. He attended Public schools t2eree2nc?wv:ggI?g'ra3u2a!du?r: June 1965 from the Pennsylvania State University with a bachelor of science degree in economics. Upon completign gf the Naval Officer Candidate School at Newport, Rhode Island in November 1965 he was commissioned an ensign in the Naval Reserve. Captain Evans augmented to the regular Navy in 1969 and was promoted to his pre- sent rank on 1 February 1987. He received a master of science degree in finance from the George Washington University in May 1975. He is the son of Mrs. Margaret J. Evans of Pittsburg and Mr. Harry O. Evans of Somerville, New Jersey. Captain Evans has served in both the Atlantic and Pacific Fleets. ln- itial sea assignment was in USS BAUER QDE 1025i from January 1966 through April 1968, there he served in the Weapons Department. From July 1968 until July 1969, he was Officer-in-Charge of a Patrol Craft Fast QPCFJ with Commander, Coastal Squadron ONE. Following completion of the Destroyer School at Newport, Rhode Island, in April 1970, he served from May 1970 through November 1972 as Engineering Officer then as Operations Officer in USS RUPERTUS QDD 8515. From April 1976 until January 1978, he was Flag Secretary to Commander, Cruiser-Destroyer Group EIGHT. Captain Evans was Executive Officer and Navigator in USS ELMER MONTGOMERY QFF 10821 from April 1978 until February 1980. He commanded USS MOINESTER lFF 10975 from December 1984 through February 1987. Assignments ashore have been in Washington, DC.: the first, from December 1972 through December 1975, was a personnel manage- ment billet in the Officer Performance Division of the Naval Military Personnel Command. The second, from April 1980 through April 1984, entailed financial management billets on the staff of the Chief of Naval Operations, one in the programs and budget branch of the Sur- face Warfare Division for the Deputy Chief of Naval Operations for Surface Warfare and the other in General Planning and Program Divi- sion for the Director, Navy Program Planning. Captain Evans' military decorations include the Bronze Star with combat distinguishing device, two awards of the Navy Commendation Medal with combat distinguishing devices and the Combat Action Rib- bon. Unit, campaign and service awards include: two awards of the Presidential Unit Citation, three awards of the Navy Unit Commenda- tion, the Meritorious Unit Commendation, the Naval Expeditionary Medal, the Armed Forces Expeditionary Medal and the Vietnam Serv- '06 Medal tten campaignsl. Captain Evans is married to the fonner Laura Feme Meyers of Idaho Falls, Idaho, and San Diego, Califomiag they have a son, Seth Alan, and presently reside in Virginia Beach, Virginia.
