aptain Judson H. Springer was born in Springville, Pennsylvania. After gradua- tion from Springville-Dimock High School, he attended East Stroudsburg State Teachers College earning a Bachelor of Science degree in June 1957. Commissioned in July 1958 through the AOC Program, Captain Springer completed flight training and was designated a Naval Aviator in February 1960. Captain Springer transitioned to the A-4 aircraft with Attack Squadron 125 at Naval Air Station, Lemoore. California, until August 1960 and was subse- quently assigned as Weapons Officer for At- tack Squadron 93 until June 1963. Further assignments placed him as an instructor for Attack Squadron 125 until 1966 and as Train- ingjOperations Officer for Attack SQu8CrCn 192 until July 1968. Captain Terrence W. Costello has served as Saipan's Executive Officer since March 1985. A native of El Dorado Springs, Missouri, he graduated from the University of Missouri in 1966, receiving his commission through the NROTC scholarship program. Captain Costello was in- itially assigned to USS JOHN R. PERRY QDE- 1034l, homeported in Pearl Harbor, Hawaii, where he served as Damage Control Assistant. ln April 1968, Captain Costello reported to An Thoi, Republic of Vietnam, where he served one year as Officer-in- Charge ofa Patrol Craft - PCF 38. After completing Destroyer School in December 1969, he re- turned to sea as Weapons Officer in USS SAMPLE lFF-1048l, homeported in Pearl Harbor, Hawaii. In December 1971, Captain Costello assumed com- mand of USS ENHANCE lMSO-4371 homeported in Long Beach, California. From October 1977 to May 1979, he was Executive Officer of USS PAUL lFF- 1080l homeported in Mayport, Florida. Captain Costello served as the first Commanding Officer of USS STARK QFFG-311, homeported in Mayport, Florida, from October 1982 until January 1985. Assignments ashore have included attendance at the Naval War College in Newport, Rhode Island 1974-1975, NROTC ln- structor at Oklahoma University from 1974 to 1977 where he earned a Master of Arts Degree in Political Science, and Com- manding Officer of Navy Recruiting District, ln- dianapolis, from June 1979 to December 1981. Captain Costello's per- sonal awards include the Silver Star, Bronze Star with Combat Meritorious Service Medal, Navy Commendation Medal, Purple Heart with gold star in lieu of second award, and Combat Action Ribbon. 1 Captain Costello is mar- ried to the former Susan Hayward of San Diego, California, and they have two children, Terrence W. IV and Christine. I

Wiegand, a graduate of Pennsylvania State University, served his first Marine Corps tour of duty as a platoon commanderfcrypto officer aboard the USS Spiegel Grove during the Solant Amity ll cruise, Designated a naval aviator in December 1960, Col. Weigand's squadron tours have in- cluded Flight instructor, NAS Pensacola, NATOPS Officer, HMM-364, Executive Officer, H8iHS-36, Aircraft Maintenance Officer, Opera- tions Officer and Executive Officer of VMFAT- 101, Executive Officer, HSMS-10, Executive Of- ficer and Commanding Officer, VMA-211, Air- craft Maintenance Officer and Operations Of- ficer, MARTD, El Toro, Commanding Officer, H8iMS-11, and Commanding Officer, VMFA-314. Staff tours performed by Col. Wiegand have included Assistant Operations Officer, Fighter- Attack Desk, 1st Marine Aircraft Wing, Expedi- tionary Airfields Officer, DCfS, Air, Head- quarters U.S. Marine Corps, Assistant Chief of Staff, G-3 and Chief of Staff, Headquarters, FMF Europe lDesignatelg Director of Standard- ization and Safety and most recently, Assistant Chief of Staff, G-3, 2d Marine Aircraft Wing. Col. Wiegand has completed post-graduate studies in financial management and has at- tended the Royal Defense College, Joint War- fare Course in the United Kingdom. Col. Wiegand's decorations include the Distinguished Flying Cross with three stars, Meritorious Service Medal, 32 Air Medals. Combat Action Ribbon, Presidential Unit Cita- tion with two stars, Navy Unit Citation with two stars, Meritorious Unit Citation, Marine Corps Expenditionary Medal, Vietnam Service Medal with four Stars, Republic of Vietnam Gallantry Cross, the Vietnam Meritorious Commendation-Gallantry Cross and the Viet- nam Campaign Medal. Col. Wiegand has flown more than 5,600 hours in 20 different Marine aircraft. Col. Wiegand resides at Camp Lejeune. North Carolina with his wife Beverly and son Brett. CTF Colonel Robert W.
