In 1834, Dr. 0. P. Wolcott, who was then engaged in the practice of medi- cine in the. East, came to visit his brother, Dr. Erastus B. Wolcott in Mil- waukee. Here are his words: MSuch a miserable-looking place selected for a settlement 1 had never seen before. It was one unbroken series of sandfbanks, frog-ponds, clay hills and river marshes, with the unpretentious habitations of probably five thousand. people scattered around in a desultory sort of way. In three days I had gained the acquaint- ance of nearly every man in town, and I made. it a point to abuse everybody l met for locating in such an ill-favored and unpromising stretch of waste. Grand Avenue RULES TO BE OBSERVED BY THE PUPILS OF THE PUBLIC SCHOOLS OF MILWAUKEE l 2 3 4 5 6 7. 8 9 10 The Pupils must appear at the appointed hours, with their hands and faces clean, and hair combed, free from lice, itch, scald head, and other contagious diseases, and with their clothes clean and mended. They must be careful of their school books, which are not to be soiled, torn or scribbled in. They must be regular in their attendance, and never loiter to or from school. They must obey their instructors, and strictly obse.rve the rules adopted for their government. They must attend diligently to their studies. They must not study aloud or make im- proper gestures or unnecessary noise. They must neither write, talk nor whisper to each other during school hours. They must not leave their seats Without permission, nor remain at play longer than the time prescribed for them. They must in all cases speak the truth. They must not quarrel with, or abuse each other, on any occasion. They must not, either in speaking, or writing, usc. profane, indecent, or offensive language. They should be polite and respectful in their behaviour, and, neither do, nor say, anything to injure the person, feelings, or property of their neighbors, or associates. No scholar shall be admitted into the school room, who does not appear Within fifteen minutes of the appointed hour. None but the children ot actual residents, shall be admitted into the Public Schools, and no pupil shall be received. in any quarters, after the end of the first month unless the parents have recently moved into the district, or the pupil has been de- tained from school by sickness, or other sufficient cause..
