We who are graduating at this time sin- cerely hope that we have added to that history in a commendable manner. It is not, however, of the past that most of us are now thinlc- ing, but of the future. The future of our country depends on educa- tion, and the future of education is one which will be decided largely by the success of schools such as ours. Ir is for this reason that we urge the forwarding and progress of our educational systems. f . if we r wx. Nancy Murry Alxce Mcjllton Page Forty 0716 Need for Harmony Orxgmal Oratxon by Dxck Freeman A goal desxred by the United States for many years has been western hemisphere harmony I has been unattamed thus far The best proof that we have not reached thxs goal can be found ln a few lncldents that took place at the San Fran cxsco conference Complete harmony, lf seemed had been reached at the 1nterAmerxcan conference held IH March 1945, at Mexico City Here was passed the Act of Chapultepec which provided for a common defense of the Western Hemisphere against any form of fascism Yet, at the San Francxsco conference when Russia demanded the exclusion of Argentrna, d clarmg that country to be a fasclst state, she met a solid bloc of opposltlon from the Western Hem nsphere When the question of admrssron of Argentina came up as the subject of the first vote to be taken at the conference, xt was quite evident that the Western Hemisphere bloc would work together to achleve Argentlnas admission Yet they were work mg dlrectly agalnst then' own plan of defeatlng fasclsm rn this hemlsphere' No doubt the delegates at Mexico Cnty had mmd certam aggressxve movements and subversrve actlvltles by Argentma when they constructed the defense act fffertarnly they could not have been so narve as to overlook such POSSIIDIIIIICS and factsl Yet they offered the olnve branch to that country A resolution was passed stating, xn effect, that although Argentlna had not taken the necessary steps to permlt her partlcrpatlon rn the conference she was xnvlted to adhere to the Act of Chapul tepec and declare war upon the Axis powers Two weeks later Argentina declared war upon the Axis and approved the final acts of the Mexico City conference for her slgnature On April 9 the Allxes recognized the mrlrtary government of Argentlna All thrs pleasmg and gratlfymg actlon by Argen trna was done not because she believed 1n the prm cxples and precepts approved by the Allxes Such action was simply a smart political and dlplomatrc move Yet Russxas demand that Argentma be barred from the San Francisco conference made our fur rxsel Russla lost the vote on thrs matter 287 The Unlted States was the only great power voting for admlssnon To the ordinary observer rt seemed that we were merrrly whxrlmg around m a great crrcle and doing nothing about xt Page Forty Iwo Several parts of the defenslve Act of Chapultepec lack defmxteness Indeed some of the delegates hunted that they were not too sure what parts of the act really sand although nts Implied meanlng was clear to them Ir 15 quite clear that such polrtlcal horslng around getting us nowhere and accomphshmg absolutely nothmg Instead of getting anything done, we have lost our once powerful and all lm portantl moral leadershrp rn Latin Amerrca I once spent a few weeks wlth some boys from one Latm American country Naturally w ex changed ideas and vlews about our respectrve coun trles These youth told me that the people of thexr country, mdeed all Western Hemisphere countries, look to the United States for leadership Now we seem to be sadly botchlng things I wonder, lf I could talk to those boys today, what they would say about our country now? Wotxld they consider the United States as a soft touch, a shoulder to cry on when things went wrong? I honestly, and regretfully believe they would I also belneve that they would say that Uncle Sam IS throwxng hrs money around like water to nothlng Why be played for an easy touch 7 An ex change of patents, economic and pohtrcal contacts, Ideas ard the like yes, but not a one way grvmg spree I believe that the answer to achieving that much sought goal of Western Hemlsphere harmony hes ln a policy of keeping our feet on the ground, our hands ln our pockets, and our mind on our busl ness I also believe that we are begmnmg to pur sue such a policy Our recent memorandum to the government of Argentina xs one example At San Francisco lf was proved that the Western Hemisphere bloc, working wrth complete harmony, can be one that has to be reckoned with rn any form of world government We have used the mal and error system enough We have made a few steps ln the rrght drrectxon Lets continue to take more No doubt the way will be long and hard We may even have to swallow some prrde But the end obtained by travelmg thxs path will be worth the effort The peoples of the world have faxth ln us and m our abnllty Lets keep that farth YI ' ,,7 t ' . , y ' ' . . . . ,, .
