X - L 1'1' 'A LIVI C05 TIT Tl0 QW1nn1ng orat1on 1n Randolph Amerlcan Leg1on Contestl As for the Constrtutton, chuck ll tn the ocean You re makrng tt 1nto rags w1th amendments Thts ts a very rash statement from an Amertcan po1nt of VIEW But so spoke George Bernard Shaw How do you account for th1s Ir1shman s attrtude towards our amend ments7 He could not possrbly real1ze how great and powerful 18 our 11v1ng CODSf1fUt10h Amendments we must have to keep as the au thortty a document drawn up one hundred and Sllly f1ve years ago ln thxs one hundred and SIXIY frve years, the people have found 11 necessary to amend our Const1tut1on only 22 t1mes, yet ll IS s strong Constttuuon Ours IS the oldest wntten Const1tut1on tn the world Beyond our shores, tt has been the blSlS for 1numerable governmental COUSIIIUCIODS 1n both hemrspheres In the very beg1nn1n , few people lxked the CODSIIIUIIOD as a form of government In act, some of the states refused to ratn Wll110Uf amendments because they feared they would lose t e1r ltberttes Among these were North Carol1na and our own New York To the f1rst Congress, there were 145 amendments proposed be S1dCS a long btll of r1ghts from New York and V1rg1n1a The House relected all of these and dectded on 17 artrcles 1n place of them After the Senate cut these to 12, the states fa1led to ratrfy the fxrst two The resultrng 10, or the B111 of Rrghts, were accepted and put 1n force 1n December, 1791 Alan A Gr1ff1n, author of Our Freedom , has spoken of the B111 of R1ghts as the amendments to the Constrtuuon wh1ch set forth some of the safeguards by wh1ch we protect our r1ght to have a part 1n maktng the dectstons that affect ns ' The f1rst 10 amendments were called the B111 of Rrghts because they were made up so as to protect the people from any government wh1ch m1ght do thtngs to endanger the freedom of those people When we stop to thtnk about tt, we realrze that althou h the pres ent world crtses are very much d1fferent from the wor d srtuatron for whrch the B111 of Rrghts was formed, cond1t1ons have changed but a l1tt1e b1t ID realrty We st11l have wars, we have every k1nd of conflnct the people of 1791 had to face, but on a much larger scale Our l1v1ng CODSIIIUCIOD has charactensttcs wh1ch apply to every Slfultlon DO IDIITCI' to what asf ll IS current We st11l fear for our c1v1l 11bert1es but the ma1n thtngs we fear have a dxfferent emphasts 1 mean by th1s, that even though we st11l fear that our PICCIOUS freedoms such as our freedom of speech, freedom of rel1g1on, freedom of press and freedom from want, m1ght be endangered above and beyond that we fear the threat of Com mumsm and what 1t m1ght do to these freedoms We need to be guarded by our Constttunon and a strong government to keep Com mun1sm, Fasctsm and the dan er of rac1al and rel1g1ous prepudtces out of our country The peop e of the 1790 s used the1t coustrtu t1ona1 amendments to protect themselves from the central govern ment and from the other states more than from outly1ng DBIIOBS Yet, we are protected by the same Const1tut1on as were these people of 160 years ago Everyone knows that the B111 of RIBTIIS and the other amendments cannot b themselves protect the lnberttes of our people Smce no wrrtten ocument has force of tts own, power can be tnfused IBKO th1s document only by the people themselves So we have set up 3 branches of government, the 1eg1slat1ve, executtve, and yud1c1al to make, tnterpret and enforce the law As long as they keep a con stant check on each other and we stand up for government, we can have a powerful country One of the outstand1ng r1ghts we are granted under the Constrtu uou IS the rtght to own propert If a dCSP0l1C government ever conquered our nat1on, th1s woul be one of the ftrst rrghts to be curtarled because havtng th1s rrght, people have a krnd ofpr1v1lege 1n wluch not even the government can often rnterfere Here 1D Amerrca people enjoy that pr1v1lege more than 1n any other place on the earth Wnthout the protectton of our constrtuuonal amendments, we would not have th1s nght. Another essent1a1 of Amertcamsm, stated rn the B111 of Rtghts lS that no mayorrty can depr1ve a m1nor1ty of certarn 1nd.tv1dual rrghts Thts cond1t1on wh1ch permrts the formatton of popular gov ernments has been destro ed 1n RUSSII under Commumsm and 1D Germany under Fasctsm IS nght appl1es to people of 1952 as well as tt dxd to our forefathers tn 1791 There has been a stron extsung tdea that the Constttuuon 18 Ilsld and almost 1mposs1be to amend, because so many amend ments have been overruled Tlus IB anythtng but true Whenever the popular w1l1 has demanded any addttxon or changes the process has been found to be QUIYC raptd and s1mp1e In about a year after the Const1tut1on was accepted, 10 amendments were added and stnce then whenever the people have deemed 1t necessary to have a change rn therr r1v11eges to f1t the changxng world, amendments have been adopte by popular assent The great hrstouan Wnllram Beard sa s that lust enough amendments have been a opted to tve the onst1tut1on ' f'lex1b111ty wrthout excesstve 1nstab1l1ty Although thousands of amendments have been proposed only 22 have been adopted Because of thts, many people be11eve that the amendmg process IS cumbersome and undemocrattc But thrs ll not so because under the consent of the Amerlcan people, those amendments have been added whtch have been deemed necessary to the well betng of the natron The adopuon of a constttutronal amendment rs the only legal way of overrultng a dec1s1on of the htghest court To encourage more states to enter the unron, the government set up the f1rst amendment But let me explarn myself Many states d1d not want to yo1n the unton because they feared that the federal gov ernment would set up a church of the Untted States The govern ment w1shed to prove to them and legally guarantee that th1s would not happen so they made th1s fust amendment grantrng freedom of rel1g1on Th1s was followed naturally by freedom of all thought and expressron 1.1115 f1rst amendment 18 somettmes referred to as the declaratton of tolerance These freedoms Sllll apply rn our current day l1v1ng Comtng to the close, I w1sh to brlefly summanze these all tm portant amendments for you The f1rst ten are the well known B111 of Rrghts adopted to please a few states who refused to rattfy w1th out them Thts B111 of Rtghts does not create rxghts but only recog ntzes and protects them The eleventh amendment states that no 1nd1v1dua1 may brrng lull 1n a federal court agatnst a state The next amendment changed the method of votrn for pres1dent and v1ce prestdent The thrrteenth amendment proht tted slavery 1n the Unrted States The fourteenth granted c1t1zensh1p to Negroes and also prov1ded that no state shall deprtve any person of 11fe, ltberty or property wrthout due process of law 'lhe r1ght to vote cannot be demed because of race, color, or prevtous condrtrons of servrtude That IS the provtsnon of the 15th amendment In 1913, Congress was gxven the power to levy tax on 1ncomes and also rn 1913 the 17th amendment PIOVldCd that senators be elected drrectly by the eople The manufacture, sale, or transportauon of 1ntox1cann tquors was prohtbrted by the 18th amendment IB 1919 Woman su fra e was granted tn the next year 'lhe 20th or 'Lame Duck amendment changed the dates for sesstons of Congress and for the tnaugurauon of the pres1dent ln 1933 the 18th amendment was re pealed And last but certa1nly not least 1n 1mportance, ID 1951 the 22nd amendment was adopted 11m1t1ng anyone man to two terms of offrce as pres1dent In 1789, when the Constrtuuon was ado ted, the maponty of the Amerrcan people were farmers, today ln ustr1es rule our natton 'I-1115 Const1tut1on ts as su1tab1e for our natron of 48 states as rt was for the aatton of 15 states who ado ted 1t Man new problems come up before the courts everyday an yet they 1nd tn the Con sutuuou and lll amendments the solutron to these problems If the soluuon rs not there, amendments can be adopted for that solutton The Constttutron ll meant to adopt ttself to the changes and chances of Amerrcan lrfe Too many people thxnk that our fore fathers were stuff and stup1d, but I deny thatl If they were, they could not have a opted such a strong document wtth the endurtng power of the Constttuuon, one of the strongest pornts of wluch 15 Artxcle Fave wh1ch prov1des for amendtng to meet the changtng needs of the Amerrcan people Now, I ask you, Why-tell me why-can a document drawn up over a century and a half ago st111 prevatl over th1s constantly growmg nauon? BIIARII 0F EDUCATIIIN Being a member of the Board of Education entails many more responsibilities than most of us realize. Randolph is forttmate to have six competent men and women to make up its board. Behind the scenes, the board does many things we hardly ever think of. They carefully select the teachers who guided us through school, they supervise the financial affairs of the school, select our textbooks, and enlarge our scholastic schedule with edu- cational and entertaining programs. These are only a few of their tasks. STUDENT CUUNCIL The Student Council is a representative body of students from Randolph Central School which makes up and carries out the rules and regulations. These students are the president and an elected representative or representatives from each class. Their duties involve appointing the hall monitors, making hall rules and study hall rules. They are also a vital factor in pro- moting our athletic programs. The Student Council is making democracy work. The members of the Camera Club learn to develop and print all types of films. They also work with film toner arid enlarging. 46 BDWLING CLUB Our boys have bowled with other schools in the area this year, among them Falconer and Gowanda. They entered the Sectional Bowling meet last year and had such good luck that they entered again this year.
