Publ1c Hlgh School ln Portland tPrepared for the Port and Centenmal September 19361 HE first public H1gh S hool of Po1tland was located on the Th1rd Floor of what IS now the Garfield Bu1ld1ng The Bu1ld1ng was bu1lt 1n 1876 SINCE that date lt has been remodelled and now has only two Stor1es and a basement So Called H1gh Schools- There was a practice m many parts of Ind1ana some forty fifty or s1xty years ago for some elementary teachers to teach .1 few h1gh school subjects 1n add1t1on to the regular elementary course Because of thlS pract1ce some d1str1ct schools were xmproperly called high schools Portland H1gh School was probably started as soon as the Garfield Bu1ld1ng was completed 618765 There was a graduatmg class of two C21 1n 1879 Laura CK1n eyl M1tCh9ll and Genevra CArnbroseJ Boyer were the graduates There have been one or more graduates each year s1nce 1879 except dur1ng the years 1884 and 1885 Th numbers of graduates have ranged from one C19 1n 1880 to elghty n1ne C891 1n 1936 The Establlshment of Publ1c School Suferlntendents m Indlana As the Const1tut1on of 18:11 began to be appl1ed 1n the Indlana Sup rmtendency of Schools sup r1ntendents were authorlzed by law to co operate Wlth other school autnor1t1es 1n estabhshmg the Publ1c School System called for ln that const1tut1on Schools for all the people IS a safeguard of a Dem ocfracy James A Ga1field advanced that slogan more than a half a century ago Statesmen of modern t1mes are awar of the fact that an enhghtened populace appreclat s and supports good government In 1873 County Super1ntendents of schools were legally establ1shed 1n the varlous count1es of Indiana Super1ntendents of clty schools were also establlshed ln many places S K B ll the first County Superrntendent of Jay county was appo1nted 1n 1873 J W Fhornberg was supermtendent of the Portland Schools from 1875 to 1877 The pos1t1on he held was porar1ly filled by County Supermtendevt S K Bell as summg the add1t1onal task of d1rect1ng the Portland Schools The followmg IS a more or less complete list of the C1ty Super1nt ndents who served 1n Portland L L G1lp1n 1867 1868 tHe was known C L Hottel 1892 1897 as Pr1nc1palJ J E Neff 18981899 J W Thornberg 1875 1877 Ed F Dver 18991900 Wm C Hast1ngs 1877 1879 John A H111 1900 1901 J M McAlp1ne 18791881 Hale Bradt 19021906 W W Wlrt 1883 1885 G E Derbysh1re 1906 1922 H W Bowers 1885 1891 J C Webb 1922 CThe late L L G1lp1n was known as Supeimtendent of Portland PUb1lC Schools 1n 1867 1868 He was a teacher of a two teacher two room school IH Portland He performed some other dutles b9S1d6S those of teachmgl The Haynes School Bu1ld1ng and the New Hugh School The second publ1c h1gh school bu1ld1ng of Portland was built 1n West Portland 1n 1894 on Weste n Avenue between Walnut and H1gh Stre ts The Old I-hgh School Bulldmg Becomes the Jumor Hlgh In 1926 when the old H1gh School was moved to the New H1gh School Bu1ld 1ng located at the corner of Water and Wayne Streets arrangem nts were made for the establlshment of a comm1ss1oned Jumor H1gh School for Grades S ven and Elght of the elementary schools 1n the Old H1gh School Bulldlng of West Portland Th1S Jun1or H1gh School was COI'l'1lIl1SS10h9d 1n 1927 It IS one of twenty seven such schools 1n the State of Ind1ana 18 n 0 , , . c ' ' 1 ' a 1 .
