Mixter lpage 104, para 9141 1. Returned, approved for installation of fog horns to provide an all weather configuration for cougars. 2. A sounding board will be established at the ramp of Home Plate and the ship's emergency fog whistle will be manned by the LSO to provide a strong return signal. 3. The helo will be provided with a police whistle and will hover at 20'. His signal will be one prolonged blast at intervals of 15 seconds. Watch helo for paddle signal to initiate climb to ramp. Pick up home plate fog horn within 20 seconds or take a wave off. 4. Portions of reference lal are quoted herewith for your guidance: Fog or loss of visibility from snow or rain puts a pilot to the supreme test and requires precautions at sea that are all too often neglected. It fills the most experienced pilot with uneasiness and may paralyze a beginner with unwar- ranted panic. A timorous pilot, confronted with a dirty situation, should remember that centuries of mariners have found their way through fog to safety and that he can and must do likewise. Fog may thicken gradually but it is more likely to approach as a low, gray bank of clouds which may blot out landmarks or other vessels before it envelops the ship. 'If oncoming fog be suspected, the first precaution is to check or fix the vessel's position by the best means available. This applies especially to pilots who may be wandering about with no exact knowledge of where they are. Meanwhile, check the foghorn, have lead and line ready. 5. In considering the questions of rules of the road asked in paragraph 2 I consider the following to hold: 1. In view of the greater relative mass of CVA-47, I consider it to be comparable to a formation, therefore cougar is the burdened vessel. 2. Recommend i'Cougar -i'we're here . 3. A. One long splash. B. One sharp blast on emergency fog whistle C. No signals?-It is assumed that, in comparison with normal operating speeds, Cougar has no way on. Generally Inland Rules will apply. D. Make signal simulating mating call of shrimp-ISnapping noisei. E. Passing to port-two short blasts-I have just passed your port side. Passing to starboard-one short blast-I have just passed your island structure. if Passing overhead-Swoosh Passing beneath-Glug. Note-tentative signals based on past experience. Not yet approved by International Rules of Road Committee, hence subiect to change without notice. 6. It is believed that, with diligent individual pilot training, adequate briefing, and a thorough knowledge of the fog horn, lead line and sounding board principles, all weather configuration can be attained.
