I am the United States Ship Philippine SEA CCVA 4171 My keel was laid at the Bethlehem Steel Corporation, Quincy, Massachusetts on I9 August 19441. Construction was hurried along as rapidly as possible so that I might be ready for the long awaited invasion of Japan. However, my older sisters had been very busy during my construction period, and V-.I Day found me receiving my final fittings, thus rendering it impossible for me to be in Tokyo Bay on that memorable day in September 19415. I am of the Essex class carrier, and am next to the youngest of fourteen. My flight deck is long enough for two football games to be played simultaneously with room to spare for the spectators. Though a trim 33,000 tons, I am not awkward. My four generators put out enough electricity to supply a city the size of Coronado, California. My beam is just under I00 feet and my top speed is in exeess of 30 knots. I neil gtk llilled talflff' eil? t and l N11 1 At ...lik I am about as tall as a ten-story building. With a crew of nearly 3000 I am a sea-going city, with every convenience of one. There is a post office, hospital, theatre, cobbler shop, tailor shop, soda fountain, laundry and many other such shops contained within my hull. I was christened the USS PHILPPINE SEA by Mrs. A. B. Chandler, wife of the then Kentucky Senator, on 5 September 1945. My big day finally arrived on II may 19416 when I was commissioned at the U. S. Naval Drydocks, South Boston, Massachusetts. Captain Delbert S. Cornwell, veteran of many Pacific Campaigns, was my first Commanding Officer. In June, I proceeded to Quonset Point, Bhode Island, for the initial training of my new crew, and in September I began a shakedown cruise to the Caribbean. Upon returning from this cruise, I was ordered back to Boston to prepare for my first major assignment-the Navy7s Antartic Expedition, Operation Highjumpf, During this expedition I served as Admiral Byrd's flagship. Upon completion of the highly successful expedition I returned to the United States, and after a short rest was deployed to the Mediterranean. I had become an extensive traveler by then, and November 19417 found me once again exploring new territory, this time around the lower rim of the Artic Circle in cold weather operations to test my planes and equipment. Operating again from my base in Quonset Point, Rhode Island, Ihelped qualify carrier pilots. During the winter of I949 I took part in extensive fleet exercises in the Atlantic and Caribbean. I was busy during April and May with demonstration cruises for guests of the Secretary of the Navy, the Armed Forces Industrial College, the War College and the .-. ....-. ..-Lf ,H-1 Armed Forces Staff College. The crew nicknamed me The Showboatv during this stage of my career. . During May 1950 1 was ordered to become a part of the Pacific Fleet. 1 sailed from Norfolk, Virginia on 24 May 1950 and passed through the Panama Canal on 31 May 1950. 1 arrived at my new home port in San Diego, California on 10 .lune 1950. As a result of the outbreak of Communist aggression in Korea, 1 was immediately deployed to WESTPAC and sailed from San Diego on 5 .luly 1950. 1 received my first taste of action off Korea as flagship for Task Force 77 on 5 August 1950. There was little rest or liberty for the crew and l began working very hard. My pilots flew as many as 1410 sorties a day during day and night operations. There were many targets, and my planes flew well as they hit North Korean rail and communication centers from Seoul to Wonsan, softening up the lnchon invasion coast on the Yellow Sea, and destroying many more vital targets. ln November 1950, Communists surprised our ground troops with a smashing drive down the middle of Korea. Throughout the long retreat, my planes blasted the path open for our surrounded troops. Hill after hill was cleared all the way to Hungnam where the carrier aircraft formed a virtual aerial umbrella. Eleven months later we received orders to return to the United States. l was tired and my men were anxious to get home quickly so the Engineering Depart- ment and 1 combined efforts to make the run from Yokosuka, Japan to San Francisco, California in seven days and thirteen hours. This was a new record for this crossing, breaking the BOXER's old mark by five and one-half hours. On the morning of 31 December 1951 1, put to sea from San Diegoi-destination: Korea. Nearly half of my crew was made up of sailors fresh from recruit training-men inexperienced in the highly specialized jobs that go into the operation of a modern warship. Every man from the engine rooms to the air defense stations, from galleys to the flight deck drilled in his job until top efficiency was reached. Once again 1 joined Task Force 77 and on 3 February 1952 launched the first strike of my second tour of Police Action. The ' Showboat was back in the fight. Again my Skyraiders, Corsairs and Panthers blasted the east coast of Korea, concentrating on the supply, communication and transportation networks of the Communist forces. Highlghts of my second cruise included strikes on the key supply center at Chonjin, just a few miles below the Manchurian border, and a four-carrier raid on important Red hydroelectric plants at Suiho, Kyson, Fusen and Kojo. This attack severed the main power artery which was vital to the Communist in Manchuria. The raid also marked the first time in the Korean conflict that four carriers participated in a single mission. Polic? In December 1952 I put to sea at San Diego once more for the Far East ready for the gruelling operations off Korea. During my third tour ,of combat duty in the Korean waters both my crew and I set many records. The North Korean offensive began at the same time the first truce overtures were extended and marked the beginning of a series of round the clock air sorties in support of front line UN troops. I set a record for the number of combat sorties launched in the Korean War on the 141th of .Iune and broke it the following day. The record is even more significant in that it was made with only three of the four shafts in operation. For a period of three days I operated on three screws and, for a short time, only two. However, I did not return to port. My Engineering Department worked day and night to make the vital repairs at sea. Replenishing and rearming at sea, vital to carrier operations, afforded another challenge to my crew. While rearming from the USS FIREDRAKE, my crew hit a new peak for tonnage of ammunition loaded per hour. I departed from Yokosuka on 2 August 1953-my officers and men happy to be under- way for the United States once more. They were justly proud of the records they had set during this tour of combat duty. I arrived at North Island, San Diego, California on 15 August 1953. On 9 January 1954, after a four months drydock period, I nosed my bow once again toward the Far East. Most of this cruise was spent operating near the Philippine Islands. Manila served as the base port. The most significant event of the cruise occurred in late July. The fighting in Indo-china terminated, ,Iuly 21st, In the meantime Communist planes had shot down a Cathay-Pacific Airways passenger liner somewhere near I-Iainan, China. I was ordered into the area as part of a search mission with hopes of finding the remaining survivors. While engaged in this mission, a flight of my Skyraiders were attacked by two Communist fighter planes. Under orders to Ere only if actually attacked, the Skyraiders returned the fire and shot down the Communist planes. My pilots returned to the ship after reporting the incident and the force was put on alert for a possible attack. Nothing further occurred, however, and this was apparently the end of what was later unofficially termed as the I-Iainan Incidentf, From here the cruise began rapidly drawing to a close. We began making a final round of ports-of-call and soon they faded away in my wake as we headed for home. We arrived in San Diego on 18 November 1954 to find our loved ones waiting on the dock. On 1 April 1955, I commenced my FIFTH western cruise. After the usual smooth sailing enroute to Pearl Harbor and the strenuous ORI period, we sailed for Japan. With peace restored in Korea this was to be my first peaceful mission in these waters. Nvvwvnwnv- While embarked on this cruise, the 7I,O00tb arrested landing was made on my flight deck. Also, Captain Elwin L. Farrington relieved Captain Herman Ii. Ray as Commanding Cflicer on I3 August I955. My crew and I plan to return Stateside7' in November. RAY, USN was born in Pontotoc, Mississippi on 12 December 1907. He attendtpd Pgbllo school in Pontotoc in preparation for his appointment to the U. S. Naval Academy where he was gra uate din 1929. He was awarded his wings as a naval aviator in 1931 at Pensacola, Florida. Captam RAY l1HS 113 H wide variety of assignments in both surface ships and aviation squadrons. . At the outbreak of World War II he was Executive Officer of Patrol Squadron 43 operating off the West Coast. Commencing in June 1943, he served in the Aviation Plans Division .of the Deputy Chief of Naval Operations for Air, until assigned as Staff Air Officer to Commander, Amphibious Forces, U- S- P30150 F1991- Following the war's end, Captain RAY served in the Manila Bay area as Chief of Staff to Commanderg Philippine Sea Frontier and Commander Fleet Air Wing 10, and later was Chief of Staff to Commander, Fleet Air Wing 4 at NAS, Whigby Island, Washington. His second command was the USS DUXBUHY BAY QAVP-381, a seaplane tender, which made an interesting cruise visiting numerous Persian Gulf ports while enroute fr0II1 the West to East Coast via the Suez Canal. This duty concluded, he returned to the Aviation Plans Division for two years, followed by a years duty at the Naval War College, Newport, 11110116 ISl2l11d- In 1952 Captain RAY was assigned command of the USS BADOENG STRAIT CCVE-116j which deployed to the Far East and Korea performing close air support with a Marine Attack Squadron embarked. The following year, he became Chief of Staff to Commander, Carrier Division 15, a command concerned primarily with fleet anti-submarine warfare. On 24 August 1954, he assumed command of the USS PHILIPPINE SEA QCVA-47j in Manila Bay. Captain RAY's major decorations are the Distin- guished Flying Cross and the Navy Unit Citation. In 1931, he was graduated from the U. S. Naval Academy. His assignments in the Navy began with the USS MARYLAND. He then spent a year on Ie liidestroyers. In 1933, he began his Hight training at Pensacola, Florida. He was appointed Naval Aviator in 3aliOctober of 1934. From here it was a VF Squadron, followed by four years in Patrol Squadrons in Alaska and C FlEiHawaii, then to NAS, Corpus Christi, Texas. A years' service with Western Sea Frontier followed. In 1943, he 'ndiwas promoted to Commander, and took command of VP 91, which took part in South Pacific anti-sub and rescue left fiwork. In 1945, while Executive Officer of the USS CHENENGO, he participated in the Philippine and Okinawa P'38l'Campaigns, and also the occupation of Japan. It was during this period that he was awarded the Navy-Marine 70m llCorps Medal. From 1947 to 1949, he was the Executive Officer of NAS, Alameda. In 1949 he was the f',h. Operations Oflicer for Staff, COMCARDIV THREE, USS BOXER. He was Director of Operations for Pacific Divi- sion, MATS from 1950-1951, the year he was appointed Captain. Since that time, Captain Farrington has served as Head of Air Training Branch, CNO, as Commanding Officer, USS DUXBURY BAY, and was a student at INDUSTRIAL WAR COLLEGE until 13 August 1955, when he assumed command of the USS PHILIPPINE SEA, having relieved Captain Herman L. Ray, USN. Other than the awards mentioned before, Captain Far- rington has also earned the Navy Unit Citation, American Defense Ribbon, Pacific Area Ribbon Qwith four starsj, WW-II Victory Medal and the Philippine Liberation Ribbon. wi l fy 2' Aa' 5.1.1 I IIB - .J 4 I I JBL. ' ...J ,. Y I EXECUTIVE OFFICER Commander Jock C. Whistler, USN Commander ,lack C. Whistler was born in Niagara Falls, New York, 1915. In 1937 he was graduated from the U. S. Naval Academy, and was designated as an aviator in 1941. Commander Whistler's Naval career began on the USS WEST VIRGINIA, right after his graduation from the Academy. From the WEST VIRGINIA he went to the USS RALPH TALBO, USS CASSIN, NAS, Pensacola, and NAS, Banana River. In the latter part of 1941, he was assigned to VP-32 at Coco Solo, Canal Zone. He commanded the squadron from August 1943 to July 1945. His next duty was as Executive Officer on the USS MARCUS ISLAND, and in 1946 he assumed command of that ship. Commander Whistler then returned to the Naval Academy for study in Marine Engineering and Aviation. In 1949, he attended the Air Command and Staff School. During 1950 and 1952, he was attached to Fleet Air Wing FOUR, first as Training Officer and later as Operations Officer. Commander Whistler was then assigned as Chief Staff Officer for Naval Air Bases in the Fifth Naval District. He remained there until October of 1954, when he reported aboard the USS PHILIPPINE SEA for duty as Executive Officer. Among the many awards received during his Naval career are: World War II Victory, American Area, Asiatic Pacific, American Defense, and the Navy Unit Citation, which he received while with VP-32 in 1943. I Commander Whistler is married to the former Miss Ruth Alta Simpson of Annapolis, Maryland. They have two sons: Jack C. Jr. and Bruce. The Whistlers are now living in Coronado, California. Naval Academy in 1940. In 1943 he became a Naval Aviator. Commander Paul saw action in World War II at the Battle of Midway on the USS PENSACOLA. He was awarded the Navy Unit Citation for his services on the escort carriers USS SANGAMON and USS CHENANGO, where he served as a fighter pilot in the Battle of Okinawa. He also holds the Distinguished Flying Cross, Four Air Medals, and the Presidential Unit Citation. Included among his campaign ribbons are the Pacific Asiatic and the American Theater. On Au ust 13 1955 while serving as Commander Air Task Group TWO USS PHILIPPINE SEA, g 9 9 9 Commander Paul was commended by the Secretary of the Navy ' For outstanding performance of duty as a pilot of a jet aircraft in Air Task Group TWO, attached to the USS ESSEX, on 10 April, 19547 The Navy Commendation Ribbon was presented to him by the former PHIL SEA skipper, Captain Herman L. Ray, USN. Commander Paul's home is in Lancaster, Pennsyl- vania. Maintaining the records of approximately twenty-five hundred men keeps the Yeomen and Personnel Men very busy. All legal problems from Captain's Mast to General- Courts Martial are handled by the Legal Oflice. Aerologists are busily compiling the latest weather map. Intelligence reports are being prepared by the Air lntelligence Staff for predawn briefs to the pilots striking the enemy. At 0600 the next morning the briefings are over and the planes are off. Air Controllers of 6tAir Ops are coordinating the launching and landing of aircraft with precision. Photo planes have flown deep into enemy territory and returned with the latest intelligence photographs. Personnel of the Photo Lab, Working 24 hours a day, process the film and pass it to the Photo Intelligence Team who selects targets of importance frorn the photos and submits them for future air strikes. Composed of sixteen Douglas AD-6 'Skyraider', one hundred and ten enlisted men, and twenty-two officers, the WARHORSES flew both day and night to amass more flight hours in the first six months of the cruise than the squadron had during its previous eight month deployment. Our primary mission was AEWW-airborne early warning-thereby detecting approaching enemy forces. Secondarily, our detachment was called upon to act as search planes in ASW exercises. In addition to these, we also served as communications relay, Weather reconnaissance, pathfinder and conducted radar-photo missions. Through close cooperation with the ship, our airborne C. I. The unit has made three rescues, trans- ferred hundreds of passengers, hauled tons of mail and cargo in carrying out their mission. The Asst. O-in-C received a Well Donen and Letter of Commendation from COMCAR- DIV FIVE for the handling of an emergency situation. The crew has done an outstanding job by acting as flying crewman during the day, pulling checks after sunset, and by handling all maintenance problems to give 100 per cent aircraft availability. Mixter lpage 104, para 9141 1. Returned, approved for installation of fog horns to provide an all weather configuration for cougars. 2. A sounding board will be established at the ramp of Home Plate and the ship's emergency fog whistle will be manned by the LSO to provide a strong return signal. 3. The helo will be provided with a police whistle and will hover at 20'. His signal will be one prolonged blast at intervals of 15 seconds. Watch helo for paddle signal to initiate climb to ramp. Pick up home plate fog horn within 20 seconds or take a wave off. 4. Portions of reference lal are quoted herewith for your guidance: Fog or loss of visibility from snow or rain puts a pilot to the supreme test and requires precautions at sea that are all too often neglected. It fills the most experienced pilot with uneasiness and may paralyze a beginner with unwar- ranted panic. A timorous pilot, confronted with a dirty situation, should remember that centuries of mariners have found their way through fog to safety and that he can and must do likewise. Fog may thicken gradually but it is more likely to approach as a low, gray bank of clouds which may blot out landmarks or other vessels before it envelops the ship. 'If oncoming fog be suspected, the first precaution is to check or fix the vessel's position by the best means available. This applies especially to pilots who may be wandering about with no exact knowledge of where they are. Meanwhile, check the foghorn, have lead and line ready. 5. In considering the questions of rules of the road asked in paragraph 2 I consider the following to hold: 1. In view of the greater relative mass of CVA-47, I consider it to be comparable to a formation, therefore cougar is the burdened vessel. 2. Recommend i'Cougar -i'we're here . 3. A. One long splash. B. One sharp blast on emergency fog whistle C. No signals?-It is assumed that, in comparison with normal operating speeds, Cougar has no way on. Generally Inland Rules will apply. D. Make signal simulating mating call of shrimp-ISnapping noisei. E. Passing to port-two short blasts-I have just passed your port side. Passing to starboard-one short blast-I have just passed your island structure. if Passing overhead-Swoosh Passing beneath-Glug. Note-tentative signals based on past experience. Not yet approved by International Rules of Road Committee, hence subiect to change without notice. 6. It is believed that, with diligent individual pilot training, adequate briefing, and a thorough knowledge of the fog horn, lead line and sounding board principles, all weather configuration can be attained.
