Senator Morrill of Vermont introduced a bill into Congress in 1859 providing for the establishment of a system of national industrial colleges now commonly known as the land-grant colleges. Though themeasure passed both houses of Congress, President Buchanan vetoed it. Again passed by Congress in 1862., it was referred to President Lincoln. In a public address, in paying tribute to the dignity and worth of agriculture, he had once said: Education — cultivated thought — can best be combined with agricultural labor, or any labor, on the principle of thorough work. Senator Morrill ' s educational program suited him exactly. He promptly affixed his signature to the bill, July 2., i86l. '
