" Charles Joyner thirteen How can a weather vane affect the Eagles of N.C.C.U.? This weather vane, standing atop the Science Building is blown in different directions by the four winds day by day. At one time or another this year, its tip was pointed to- wards the homes of each of us. Perhaps that was the day you felt an urge to write or call home, or perhaps the day when pleasant reminiscences of high school days kept flashing across your mind! b N. c»hiii.vAiT4Uj)u wMMiiiuvi aiuMaaiBBSUNmaaiaM m " On Becoming " Most of us here at N.C.C.U. are growing and changing, our growth and change being nour- ished by our daily experience. Like a kaleido- scope, our transition is a happy and colorful one. Day by day we are reaching both inward and outward to find, communicate with, and understand ourselves and the rest of the world. From the various comers of North Carolina, from neighboring states and foreign lands, we come here to become. Our goals are as divers- ified as our places of origin. Yet, we are all bound by our youthful love for living, our energetic impulse for action, our optimism for a Utopian world. And though none of us know what we will be, we know it will be beautiful. ' ' . v ' rsWi«uiiw»iw.«ic»i;ii vmm Registration— " The Long Wait " For some students, registration day is just another day of the year. But for most, it is a day of endless procedures. Standing in a line such as this one can not only be tiring but frustrating, especially to the new students. The sight of lengthy lines prompts negative feelings that almost make one wish that he had stayed home for the semester. Long lines are only part of students ' gripes on registration. By the time one gets his chance to register, class cards may no longer be available for the student ' s needed courses. Even pre-registra- tion fails to guarantee needed classes, for sometimes one may find no class cards in his registration packet. " W twenty -seven CRY RAPE Hundreds of students united in protest . . . The news was out that a young coed had been raped as she was re- turning to her dorm from the library . . . Other attacks had been discussed . . . Letters from " The Rapists " had been received. Central ' s coeds were wondering which of them might be the next victim. As a result of the ca- lamity, real fear developed across the campus. Students got together to demand more security guards, better lighting on campus, and anything else necessary to make the campus safe for Central ' s women. Open visitation was temporarily suspended . . . The State Bureau of Investigation was called in on the situation . . . The men students joined in the protest in order to achieve more protection for the helpless women on campus. The chancellor promised to increase the security force and better lights . . . Students began to relax when it was learned that more security was on its way. After careful investigations of the situation, it was learned that the entire rape situation was a hoax. thirty thirty-one IT SHOWS ON YOUR FACE You don ' t have to tell how you live each day, You don ' t have to say if you work or play, A tried, true barometer serves in the place However you live, it will show on your face. She likes to do things that no one else has done before. Being in her position is quite a challenging experi- ence as she is the first woman to have been elected. She feels that the way the job is handled involves the individual and his personality. Deborah states that she is treated only slightly different from the way a man would be in the same position. Although she is aware of some students ' negative reactions towards her position, Deborah enjoys being president of the SGA. She states that the men who tried to prevent her running are now her " number one backers. Floyd is pleased with the continuing suc- cess of the CAMPUS ECHO, and views it as a vital and prosperous organization. Many students have contributed ideas and sug- gestions to the paper. Floyd states that the as- pects that interest most readers are Black Expressions, Poetry and Prose, Fashions Making the Scene, Campus Speakout, and Editorials. Floyd feels that the newspaper has improved since its return to cam- pus and that it aims to cater to the needs and in- terests of the students by offering a variety of subjects — all in perspective to the black cause. " two hundred three The NCCU Law School — Present or past? North Carolina Central University Law School was chartered in 1939, largely in response to the Supreme Court decision in Missouri ex rel Gaines v. Canada, 305 U.S. 337 (1939). This decision provided the mechanism by which the states could justify the ex- clusion ot blacks from white law schools within the ir borders. Thus an old 1937 Works Projects Administra- tion (WPA) building which was being used as an under- graduate library at North Carolina College was con- verted for use as a law school. At that time the school ' s enrollment was 6 and today, 35 years later, the same facility serves close to 300 students. As a result of the Supreme Court ' s reversal of its " separate but equal " doctrine and the subsequent HEW regulations which were promulgated with respect thereto, there began a series of attempts to phase out the NCCU law school. In 1966, Governor Dan K. Moore presented a state budget that included no funds for the NCCU Law School — a move intended to end its existence. Subsequently, in 1968 the Board of Higher Education recommended that the law school be phased out. In 1969, the then Dean, Daniel G. Sampson, suc- cessfully opposed this attempt to phase the law school out on the basis that NCCU law school trained more than .50 ' , of the black lawyers in North Carolina and a continued supply was needed to serve North Carolina ' s black population. Thus, the school continued to operate, but with an unforeseeably significant increase in en- rollment from 92 in 1969 to .301 in 1973. In April of 1973, an inspection team from the Ameri- can Bar Association visited NCCU Law School and issued a highly critical report that to some, gave impetus to the unrelenting effort to close the law school. The ABA reluctantly gave accreditation but with a list of criticisms: including low salaries of faculty, in- adequate physical facilities, large class sections and low admission standards. In response, NCCU Law School tried to upgrade facilities. On the other hand, the North Carolina Bar Association and the University of North Carolina Board of Governors established commissions to determine the validity of the requests by UNC-Charlotte and East Carolina University — which had chosen this oppor- tunity to petition for new law schools. In October, 1974, the State Bar Association ' s Study Committee of Legal Education recommended that no new law school be opened in the state. Further, the committee cited the inadequate funding of NCCLI Law School saying that it was " particularly concerned about beginning a new state law school at a time when there is already existing a state institution (NCCU) which is unable to achieve its goals of excellence in part because of inadequate state funding . . . North Carolina Central University Law School, originally a Black Institution, now has a substantial white enrollment. It has never been able to develop the faculty, library, or financial aid resources required of a major law school because of inadequate funding. The Committee is of the opinion that North Carolina Central University should be placed on a sufficiently sound financial basis to permit a quality education to be available to the citizens of the state who wish to study there before any serious considera- tion is given to the creation of a new state facility. " Although the Report concluded that no new law schools were needed in North Carolina at this time, the Advisory Biidget Commission nevertheless revoked funds of NCCLI ' s request for a new law school building and severely cut back funds for operating expenses. What is paradoxical is that the basis of the Report was that there was no need for another law school because of the existence of NCCLI Law School, while the actions of the Advisory Budget Commission make this continued existence and efforts of NCCLI Law School to upgrade its facilities impossible. NCCU Law School, in spite of its financial strangula- tion and periodic uncertainty of its future, has con- sistently attempted to fulfill its duty of meeting the basic goal of filling society ' s need for more lawyers. For example, the proposal for a modest addition to the existing facility grew out of the 1969 Sampson Report, construction of which was not undertaken until the present 1974-75 academic year; by this time the addition has been rendered totally inadequate. This is due to (1) an enrollment which has tripled as a result of the national influx of students to law schools generally and, (2) the unanticipated change in specifications which caused the deletion of one whole floor of the new addition. =,My rM rm The efforts to upgrade facilities were also thwarted by a disastrous fire in 1969 which destroyed the majority of the library holdings and the administrative records. The North Carolina Legislature has yet to appropriate funds to restore these losses. Another effort was a supplemental budget submitted in 1973 for the purpose of upgrading faculty, increasing library holdings and improving operations generally to comply with the ABA requirements necessary for con- tinued accreditation. This budget was significantly reduced from $5000,000 to $150,000. Encouraged by the Bar Association ' s Report, promises of support by the Board of Governors, and the realiza- tion that, even given the proposed addition: NCCU Law School could under no circumstances meet the desegre- gation requirements of HEW. A new proposal was sub- mitted to the 1974-75 North Carolina Legislature for a new law building. The outright rejection of this proposal despite repeated promises of support amounts to a be- trayal of the expectations of not only the student body, but the citizens of North Carolina as well. As evidence of this the Durham Morning Herald editorialized that " Among the projects overlooked in the Commission ' s lopsided capital budget is the new law school at NCCU, the need for which has been recognized by lawyers and educators throughout the state. " PRESENT NEEDS The following is a list of the present needs of NCCLI Law School. 1) sufficient funds to increase library holdings from the current 45.000 volumes to 75,000. 2) the creation of at least three new faculty positions to cope with the more than 400 ' , increase in student enrollment. 3) the upgrading of present faculty salaries to a part with that of UNC-CH 4) a physical plant which corresponds to the genuine needs of the school based on ABA and AALS Standards EFFECT OF DENL L The effect of the denial of any one of the present needs will result in dire consequences for NCCU Law School and also for the State of North Carolina 1) without the increase in library holdings, NCCU Law School would not receive AALS accredita- tion. This accreditation affects the ability to hire faculty and student eligibility to take the Bar. 2) the current level of library holdings seriously impedes all research efforts by students and faculty. 3) the faculty student ratio will continue to be too high for effective learning to take place. 4) by creating a second-class salary structure for NCCU (as opposed to UNO, the hiring of highly qualified professors is impossible. 5) without a new physical plant, nothing will be possible. The future existence of the school is threatened by eligibility to take the Bar in all states and ability to find employment. After taking an analytical look at both the promises of the North Carolina Board of Governors, Advisory Budget Commission and their subsequent actions one cannot help but infer that their intentions do not in- clude the continued existence of the NCCU Law School. Further, considering the lack of legislative attention and concern one cannot help but say that the legisla- tive intent is obsolescence through benign neglect. If these conclusions of facts are incorrect then we call upon the General Assembly, Board of Governors, the Advisory Budget Commission and the citizens of the State of North Carolina to exhibit their moral obliga- tions to the NCCU Law School. Conclusively, reports and analyzations have exhibited the needs that exist at the law school facility. Recom- mendations have been made by both commissions established by the Board of Governors and the State Bar Association that call for an upgrading of the NCCU facilities, yet nothing has been substantially done to insure the competent continued existence of the law school. If any credence is to be given to these reports at all then we await the much needed actions. If not, then we call upon the citizenry of North Carolina and the students at North Carolina Central University to assist our legislators in the performance of their mandated duties.
