COIVIDESRON 20 Raymond Walter Allen was born in Chunky, Mississippi, on December 22, 1920. He attended Pearl River Junior College at Poplarville, Mississippi from 1938 to 1940. He graduated from the University of Mississippi, at Oxford, Mississippi in June 1942, with the degree of Bachelor of Science in Commerce lBSCl. He enlisted in the United States Naval Reserve in May 1942 and reported to the Midshipmen School at Northwestern Uni- versity in December 1942 for active duty. Graduated and commissioned Ensign, on July 1, 1943, he attained his present grade to date from July 1, 1964. ln March 1947 he was assigned duty as administrative officer on the Staff of Commander Charleston Group Atlantic Reserve Fleet, lthen known as Sixteenth Fleetl. He was next a student at the General Line School, Monterey, California. Completing the course in December 1948, he was assigned to USS Helena lCA-75l as Air Defense Officer. He served in that assignment until June 1950 when he reported to the Naval Academy, Annapolis, Maryland for duty as an instructor in ordnance and gunnery. In June 1952 he assumed command of USS Tumult lAM'127l. ln July 1956, he reported to the Naval War College, Newport, Rhode Island for duty under instruction in the Command and Staff Course. Completing that course in June 1957, he reported to Commander Cruiser Force, Atlantic Fleet for duty as Staff Readiness and Engineering Officer. On October 1, 1958, he assumed command of USS Bache lDDE-47Ol homeported at Norfolk, Virginia, and after a two year tour, was assigned to the staff of Commander Antisub- marine Defense Force, U.S. Atlantic Fleet where he served first as Strategic Studies and Presentations Officer and later as Surface Ships Readiness Officer. In December 1963 he assumed command of Escort Squad- ron TEN homeported at Newport, Rhode Island, and in July 1965 again reported to the Naval War College for duty under instruction, this time in the school of Naval Warfare. He assumed duty as Chief of Staff and Aide to Commander Cruiser-Destroyer Flotilla TWO, 28, June 1966 and was re- lieved 26 July 1967. From September 1967 until September 1968 Captain Allen served with the River Assault Force lTask Force 117l in the Mekong Delta in the Republic of South Vietnam 'as Chief of Staff for the Task Force Commander and as the Commander of River Assault Group Alfa lTask Group 117.1l. During this period Captain Allen was awarded the Legion of Merit and the Vietnamese Cross of Gallantry. Cap- tain Allen took command of Destroyer Squadron TWENTY on 26 November 1968. Captain Allen is married to the former Betty Mead Hartz of Chicago, lllinois. They have three children, William, 21, Marcia, 20, and Thomas, 16. They reside at 11 Sea View Avenue, Newport, Rhode Island.

COIVIIVIANDING OFFICER A native of Huntingdon, Pennsylvania, Commander Charles W. Streightiff received his commission as an Ensign in June 1951, having graduated from Columbia University at that time as a member of the NROTC program. His first duty assignment was to the USS Rogers lDDR-8761 where he served as Com- munications and Navigation Officer from 1951 until June 1953. June 1953 saw Commander Streightiff assigned to the Staff of Commander Destroyer Division TWELVE, serving as Staff Operations Officer. Commander Streightiff's next duty assignment was to USS Saline County lLST-11911 where he served as Executive Of- ficer and Navigator from lVlay 1954 until lVlay 1956. His next set of orders directed him to report to Supreme Headquarters Allied Powers Europe in Paris, France, for duty as Adminis- trative Assistant to the Senior U.S. Naval Officer, SHAPE. He remained in this billet until April 1958. In lVlay 1958, Commander Streightiff reported to the Staff of Commander Amphibious Squadron TWO for duty as Assis- tant Operations Officer. During this assignment, he partici-' pated in the Lebanon Landings at Beirut in July 1958. ln October 1959, he was ordered as Executive Officer to the USS Camp CDER-2511 where he served until August 1961. From September 1961 until October 1962, he attended the U.S. Naval Intelligence School at Washington, D.C. ln November 1962, Commander Streightiff was assigned as the first U.S. Naval Attache at the U.S. Embassy in newly independent Algeria. Here he opened and organized the ALUSNA office at Algiers. From November 1964 to lVlay 1966, Commander Streightiff served as Executive Officer, USS Davis lDD-937l, and, participated in one Mediterranean deployment, the Do- minican Republic operations, and the Davis's deployment to Soultheast Asia for operations with U.S. forces in support of the Republic of Vietnam. During this period Davis was re- cipient of the Arleigh Burke award for demonstrating the greatest improvement in battle efficiency in the U.S. Atlantic Fleet lcompetitive year 19651, and the Battle Efficiency E for the 1966 competitive year. ln June 1966 Commander Streightiff reported for duty with the Naval Intelligence Command. He served as Head of the Surface Warfare Section and the Support Requirements Coordination Division until August 1968, Commander Streightiff took command of USS Newman K. Perry lDD-8831 in September 1968. Commander Streightiff wears the Navy Achievement lVledal, The China Service, National Defense, Korean Service with four stars, Armed Forces Expeditionary, and the United Nations Service lVledals, and Korean Presidential Unit Citations. Commander Streightiff is married to the former Patricia A. Wright of Long Beach, California, and they have two sons, Steven and IVlarc. All presently reside in Newport, Rhode Island.
