St d t 't b ht Reps Reformed Council promoted a number of changes this year designed to improve the functions of the organization and to increase its serv- ice to the school. The major reform was brought about by criticism which Council received from various sources during the year. The criticism culminated in a bill brought before Council in effect to abolish the representative system by limiting the duties of the representatives to those of mere couriers conveying the decisions of their constituents to Council, The bill, a constitutional amendment, was defeated by Council and refused referendum according to the constitution. However, the uproar caused by the bill forced Council to take a careful look at itself and its adherence to democratic practices. This self-examination was culminated when sponsor, Klr. David Gustafson invited Allan Rowe, a senior at Northwestern University to speak to the student body about democratic ideals. Partially in response to this criticism Council made a number of changes to im- prove the representative system. A bill was passed providing for a suspension of repre- sentatives failing to carry out their duties. Further, under the vice-president, XVhiff Jones, a workshop was created to instruct representatives in Council procedures.
