COMMANDING OFFICER CDR JAMES A. STEWART Commander James A. Stewart is a native of Baton Rouge. Louisiana. Following graduation from Louisiana State Uni ersity in 1 980 he attended Officer Candidate School in Newport. Rhode Island, and was commissioned on 6 Februar) ' 1 98 1 . Commander Stev art ' s at-sea assignments include Auxiliaries Officer on USS HALEAKALA ( AE- 25 ); Communications Officer. Navigator, and Administrative Officer on USS SAINT LOUIS ( L KA- 116). forward deployed to Sasebo. Japan: Operations Officer on USS BARBOUR COUNTY ( LST- 1 195): First Lieutenant on USS BELLEAU WOOD (LHA-3): and Executive Officer on USS COMSTOCK (LSD-45 ). All of these ships were assigned to the Pacific Fleet. Commander Stew art has ser ed ashore as an instructor at Surface Warfare Officer Schcxil in Coronado. California, and as Legislative Affairs Branch Chief of the Plans and Polic Directorate (J-5) at Headquarters, U.S. European Command. Stuttgart. Germany. He completed his Joint Professional Militar - Education by attending the Air Force Command and Staff College in Montgomer . Alabama and the Armed Forces Staff College in Norfolk. Virginia. His most recent assignment, prior to sen ing as Commanding Officer of the USS MOUNT VERNON (LSD-39). was as ClNCs Issues Officer and Legislati e Affairs Assistant for Commander in Chief. U.S. Pacific Fleet in Pearl Hiubor. Haw aii. Commander Stewart ' s personal awards include the Legion of Merit, the Defense Meritorious Service Medal, the Navy Commendation Medal (w ith two gold stars), and the Na y . chie ement Medal (with one gold star).

CARAT 2000 Cooperation Afloat Readiness and Training (CARAT) 2000. Tiiis exercise is a series of bilateral exercises between U.S. Forces and the Military Forces of Brunei Darrussalam. Malaysia, the Republic of the Philippines. Singapore. Thailand and Indonesia. The first phase of CARAT 2000 began in the Philippines on 14 June and the final phase, conducted in Singapore, ended on 22 September. CARAT is designed to promote interoperability between U.S. Forces and those of participating nations in the areas of operational planning, command and control, and tactics. CARAT also aims to build friendships and enhance the opportunity to work together in planning sessions, in the field, on the sea, and in civic action projects. CARAT is an important means to enhance peace and security by visibly demonstrating U.S. commitment to the Asia-Pacific Region. Involving more than 1 .800 U.S. Military Forces, the CARAT Task Group was headed by Commodore Joseph J. Natale. Commander, Destroyer Squadron NINE, homeported at Naval Station Everett. Washington. The DESRON NINE staff embarked on USS GERMANTOWN (LSD-42). forward deployed to Sasebo, Japan, for the duration of the exercise. Other ships in the task group included, USS MOUNT VERNON (LSD-39) and USS SIDES (FFG- 14), both homeported in San Diego: USS REUBEN JAMES (FFG-57), homeported in Peari Harbor, Hawaii; USS SAFEGUARD ( ARS-50), forward deployed to Sasebo, Japan. USS COLUMBUS (SSN-762), homeported in Pearl Harbor, Hawaii, and USS HELENA (SSN-725), homeported in San Diego, also joined the Task Group in individual phases. Marines of landing force CARAT embarked on USS GERMANTOWN and USS MOUNT VERNON were commanded by LTCOL James B. Seaton of III Marine Expeditionary Force (MEF) and included a command element from III MEF. a reconnaissance element from 5th Force Reconnaissance Company, and a combat service support detachment from 3D Force Service Support Group, all based in Okinawa, Japan; and a ground combat element built around Kilo Company, 3D Battalion, 3D Marines, an assualt amphibious vehicle platoon and a combat engineer platoon from Combat Support Company, 3D Marines, all based at Marine Corps Base, Hawaii. Kaneohe Bay. A number of detachments operated as part of the Task Group, including a Seal Platoon from Naval Special Warfare Group ONE, Guam; Explosive Ordnance Disposal Mobile Unit 7, Area Search Detachment, from San Diego, with the SWATH (Small Wateiplane Area Twin Hull) Craft; Assault Craft Unit 5; members of Mobile Inshore Undersea Wari ' are Detachment 1 02, from Spokane, Washington and Detachment 1 04 from San Jose, CA; and the U.S. SEVENTH FLEET Band.

EXECUTIVE OFFICER CDR KENNETH J. BARRETT Commander Barrett is a native of Worcester, Massachusetts. He attended the College of the Holy Cross and graduated with the class of 1984. Upon commissioning through the Naval Reserve Officer Training Corps (NROTC), he was assigned to USS DENVER (LPD-9) serving as Auxiliaries and Main Propulsion Division Officer and Main Propulsion Assistant. In 1988, Commander Barrett served as the Assistant Combat Direction Center Officer on USS CARL VINSON (CVN-70) under the Carrier Readiness Improvement Program (CVRIP). Upon completion of this tour, he reported to the Navy ' s Bureau of Personnel in Washington, D.C. During his Washington tour. Commander Barrett augmented NAVCENT SEVENTH Fleet Staff, embarked on USS BLUERIDGE (LCC- 19), during Operation Desert Stomi, serving with distinction as Flag Battle Watch Officer and Port Loader. In 1992, Commander Bairett served on USS CUSHING (DD-985 ) as Operations Officer. He followed this assignment with a tour as Navigator and Navigation Executive Department Head on USS TARAWA (LHA- 1 ). Commander Ban-ett holds a Bachelor of Arts degree in Political Science from Holy Cross and a Master of Arts Degree in National Security and Strategic Studies from the Naval War College, Newport, Rhode Island. He is also a gradute of the Airned Forces Staff College. Upon completion of Joint Officer training. Commander Ban-ett was assigned as the Naval Advisor to the U.S. Permanent Representative to the United Nations and U.S. Navy Representative to the United Nation ' s Military Staff Committee. In this capacity. Commander Barrett was the Joint Staff Representative at the U.S. Mission in New York. Personal awards include the Defense Meritorious Service Medal, Navy Commendation Medal (with three gold stars), and Navy Achievement Medal, as well as many other unit and campaign awards.
