senate functions primarily as budgeting agency A type of “indirect” representation for students in ASMSU was provided this year as in past years through the commissioner and board setup as provided for in the senate s constitution. The commissioners, their boards, and senate officers functioned primarily as budgeting agents of the student activity fees with the added responsibilities of acting as a student voice — the only “legal voice that the administration and faculty recognize — and as an information releasing agency. In its budgeting activity Senate handled approximately SI32,144 this year. As a student voice, members of Senate along with other members of the Montana Student Presidents Association, acted as a lobbyist for two constitutional amendments to the Montana state constitution. One of the two amendments — the one lowering the voting age in Montana to 19 — passed both houses of the state legislature, was signed by Governor Forrest Anderson, and will come up as a referendum on the next state-wide election. Senate also sponsored a publicity campaign in support of Referendum 65 — the university funding resolution — during the November election. Following the defeat of “Stadium for State by a student vote late fall quarter, a Committee on Physical Education, Athletic, and Recreation Facilities was appointed by Senate officers to look into alternative plans. The committee, consisting of five students named by ASMUS president, five men named by the Alumni Association, the Director of Athletics, the head of the Physical Education Department, and the Director of Intramurals reported back to Senate late winter quarter with a greatly expanded program for additions to athletic facilities. Top priorities for the program included a new swimming pool, a new stadium, and a renovated gymnasium. 20
