COMMANDING OFFICER USS MOMSEN (DDG 92) FPOAP 96672-1307 Dear MOMSEN Family and Friends, 2 8 August 2 04 Welcome to the commissioning ceremony of the USS MOMSEN (DDG 92) . This day represents the end of the shipbuilding process and the beginning of a new chapter in the Momsen legacy. The skilled men and women of Bath Iron Works working with the Supervisor of Shipbuilding, Bath has built a magnificent ship. We are thrilled to welcome you as our guest and to share this exciting day with us . Vice Admiral Charles B. Momsen was a visionary and leader within the submarine and diving communities. His diverse and distinguished career is celebrated by naming DDG 92 in his honor. The destroyer is the Navy ' s most diversely capable platform. We, the MOMSEN crew, are ready and eager to carry the Momsen legacy to a new generation of Sailors and to the destroyer fleet . We thank the citizens of Bay County, Florida for the invitation to hold our ceremony in Panama City, and for the tremendous hospitality extended to the crew during our visit. Sincerely, Navy SHIELD: Gold and Dark Blue represent the a : Celeste ( Light Blue) and arched chief symbolize world- w ide capability. The single nebula rompu represents the submarine rescue chamber de eloped and tested by Vice Admiral Momsen and since used b the N ' a y in submarine rescue operations. The upper portion of the nebula is freed and rising from the main body to convey the fijnction of the rescue chamber and Momsen Lung. de ices concei ed and de eloped b ADM Momsen to sa e trapped mariners from damaged and sunken submarines. The demi-trident symbolizes advanced weaponry and sea-power and its tines recall the attack pattern employed by V. DM Momsen against convoys of Japanese shipping during Word War II. The dolphins, derived from the submariners badge, and traditional friends of the sailor, refer respectively to the diving community and the individual submariners whose safety was the main concern of the Vice Admiral ' s own diving skills and the equipment testing he conducted at gra e personal risk. Gold denotes achievement and excellence. CREST: The sty lized Navy Cross refers to that aw arded to V.ADM Momsen for his heroism as Commander of an attack group of submarines against Japan ' s forces in the East China Sea during World War II. The blue and gold riband recalls the Distinguished Ser ice Medal he received among many awards for his wartime serv ice; the two gold stars refer to the legion of Merit. The swords denote readiness and ability to fight the cutlass represents the enlisted sailor and submariner. Together, in the form of the letter V . they represent the Vice Admiral ' s Combat .Awards. The Wreath, symbol of honor and achievement, recalls the many and arious decorations made to him during his distinguished career. The Scarlet doubling on the nband svinbolizes courage and sacrifice and refers to Na y support to Marine Corps forces. Gold denotes excellence. MOTTO: RISE ABOVE is the ship ' s motto. It characterizes VADM Momsen ' s approach to many career challenges and associated achie ements. His inno ati e approach to technical challenges, combined with unwa ering determination, forever transformed the operational capabilities of both the diving and sal age, and submarine communities. Rise Abov e is a spirit shared by the USS MOMSEN crew. COMMISSIONING TRADITION The Commissioning Ceremony signifies the entry of a warship into active service in the United States Navy, under the command of a commissioned officer. At the moment when the commissioning pennant is hoisted, USS MOMSEN (DDG 92) becomes a proud ship of the hne, and assumes her place alongside the other active ships of the Pacific Fleet. Once in commission, the Commanding Officer and crew enjoy the privilege and assume the responsibility to maintain MOMSEN ' s readiness in peace, and to conduct successful sustained combat operations at sea in time of war. This ceremony continues a centuries-old tradition observ ed by many navies worldv ide, and by our Na y since the early days of the Revolutionary War. In the early period of our nation ' s history, no e.xact procedure for the commissioning of warships was prescribed. As a result, different ships recorded commissioning dates based upon a number of different events, including when the colors were tlrst raised, vv hen officers and crew reported on board, when the tlrst log enti y w as made, or w hen the ship first put to The commissioning pennant is the most outv ardly isible indication of a ship in commission. The pennant is believed to ha e its origins in the 1 7 ' century, when the Dutch and British were at w ar. When the two fleets met on the open sea, Dutch .Admiral Maarten Harpertszon Tromp hoisted a broom to his masthead to indicate his intention to SYNeep the British from the sea. In response to this pro ocation. Royal Navy Admiral William Blake hoisted a horsewhip, indicating his intentions to subdue the Dutch. The Royal Navy was victorious in its efforts, and since that time, many nations ha e adopt ed the w hip-like pennant as the distinctive mark of a ship of war. The United States Navy Commissioning Pennant is blue at the hoist with a union of seven stars, and horizontal red and white stripes at the fly. Momsen, USN (1896-1967) Charles Bowers S ede Momsen was bom on June 2 1 . 1 896. in Flushing. New York. He receiv ed a congressional appointment to the United States Naval Academy in 1 9 1 6. Ensign Momsen graduated from the Na al Academy on June 7. 1919. and entered acti e ser ice aboard battleships. In Januarv ' of 1 922. Momsen set his sights below the ocean ' s surface and graduated from Submarine School in New London. Connecticut, beginning an illustrious career in the submarine ser ice as Executi e Officer of the submarine LSS 0-13 (SS-74). Momsen commanded submarines USS 0-15 (SS-76). USSR-24(SS-101)andUSSS-l (SS-105) until June 1927. when he began a tour of duty at the Design Di ision of the Bureau of Construction and Repair. Na y Department in Washington. DC. He then transferred to Submarine Base in Pearl Harbor. Hav aii. where he ser ed aboard a minelayer, a submarine tender an d a cruiser. As a member of the Submarine Safety Test Unit on Sub USS S-4 from June 1 929 to September 1 932. Momsen earned the Distinguished Ser ice Medal for the de elopment of what became know n as the Momsen Lung , an apparatus designed to allow trapped submariners to get to the ocean ' s surface from depths of tw o hundred feet; a ariant is still used by the Na ' y today. The young Lieutenant ' s interest in subsurface safet ' continued at the Washington Na y Yard. He de eloped a new set of decompression tables and pioneered the mi.xing of helium and oxygen in deep di ing operations, w hich are still employed today. Perhaps his most note worthy achievcmcin. LCDR Momsen ' s most dramatic professional test occurred in the hours tbllow ing the sini ing of USS SOUALUS(SS-192) in 240 feet of water off New Hampshire ' s Isles of Shoals on May 23. 1 939. He and the rescue ship USS FALCON rushed to save the 33 imprisoned survivors. Thirty-nine hours later, in the first ever submarine rescue attempt . ail surviving crewmembers were safely brought to the surface in a rescue chamber that Momsen had developed. For the next 113 days, LCDR Momsen superv ised the salvage of USS SQUALUS. which v as returned to Portsmouth Na y Shipyard for repair and re- commissioned as USS S.MLFISH. Momsen continued to distinguish himself during World War II in both the surface and subsurface Na ies. He as responsible for the destruction of thousands of tons of hostile shipping. His achie ements include commanding groups of attack submarines in the East China Sea. whjile doing so he de ised and implemented U.S. Navy Wolf Pack tactics, sinking man thousands of tons of Japanese shipping. As Commander. Submarine Squadron Two. he identified and corrected a significant flaw in U.S. Navy torpedo detonators, greatly improving their wartime performance. During the final year of the war, he commanded the battleship USS SOUTH DAKOTA in the Pacific Theater The battleship made numerous attacks on the Japanese homeland and supported the assault on Okinawa. B K ,« S ' Vi L flP F ' Bpt H H From 1945-1951 Rear Admiral Momsen administered the Japanese Merchant Marine, was Commandant of the Nav al Operating Base at Guam, serv ed on the Navy ' s General Board and was Assistant Chief of Nav al Operations for Undersea Warfare. In May 1 95 1 . he took command of the Submarine Force. Pacific Fleet and held that position until June 1 953, when he became Commandant of the First Nav al District. During this period, he conceived and designed USS ALB.4C0RE. a rev olutionarv ' nevs submarine that became the basis for modem submarine design. For his final tour. Vice Admiral Momsen serv ed as Commander, Joint Task Force Seven. He retired with a meritorious promotion to Vice Admiral (Three Stars) September 1 955, based on his combat awards. He died on May 25. 1 967. VADM Momsen s awards include: the Nav y Cross; the Distinguished Serv ice Medal, Nav y; the Distinguished Serv ice Medal. Army; the Legion of Ment with two Gold Stars and Combat V ; the Commendation Ribbon with Combat V ; the World War 1 Victory Medal, Escort Clasp; the American Defense Sen ice Medal. Fleet Clasp; the Asiatic-Pacific Campaign Medal; the American Campaign Medal; the World War II Victory Medal; the Navy Occupation Serv ice Medal, Asia Clasp; the National Defense Sen, ice Medal; and the Philippine Liberation Ribbon w ith one bronze star. In the begining... Construction of a Warship Naming of a Warship On September 19, 2000, Secretarx ' of the Navy, the Honorable Richard Danzig, announced the decision to name the 42 ship of the Arleigh Burke class of guided missile destroyers. MOMSEN. The name MOMSEN honors retired Vice Admiral Charles Bow ers Swede Momsen. best know for his efforts in the successfijj rescue of 33 crewmembers and the subsequent salvage of submarine USS SQU.A.LUS after sinking in 240 feet of water in May 1 939. The ship was constructed at Bath Iron Works (BIW) in Bath, Maine. BUIT BY BATH RON WORKS A GD«AL DYNAMICS COMPANY She started as an idea on blue prints and within 2 Vi years Bath Iron Works had built the newest and most technologically ad anced destroyer in the Fleet. With hard w ork. determination and a commitment to excellence, the crev of MOMSEN helped bring this magnificent ship from cold iron to life. USS MOMSEN follow ed a rather unique construction process. Shipbuilding today utilizes the latest and most adv anced technologies a ailable alongside traditions and ceremonies dating back SCN eral centuries. ill I Mast Stepping Shipbuilders in the 1 600s (or even earlier) beheved that placing coins under a ship ' s mast would provide the ship safe passage during treacherous seas and violent winds. The custom dates back to the ancient Roman times, where coins were placed in the mouths of the dead as payment to Charon, the boatman in Greek mythology who ferried souls across the River Styx. On April 1 5. 2003, Bath Iron Works hosted the Mast Stepping ceremony for MOMSEN, DDG-92. MOMSEN collected 92 coins, one from every crewmember then assigned and several fi om the Momsen family. They were welded in a time capsule at the base of the mast. Charles Momsen III spoke on behalf of the family and initiated the crew ' s nickname, The Lucky Swedes. SPONSOR EVELYN MOMSEN HAILEY E elyn Momsen Hailey is the daughter of VADM Momsen and Anne Offutt Momsen. She was bom in St. Paul. Minnesota, but spent her childhood at her father ' s various dut - stations in the United States and around the world. Evelyn worked for the Board of Economic Warfare during World War II, at which time she married Robert Hailey. Over the next 60 years. Evelyn and Robert raised three children, were blessed with six grandchildren and three great-grandchildren. They currently reside in Williamsburg. Virginia. Evelyn was elected to the X ' irginia House of Delegates in 1973 and continued on to fill an unexpired State Senate term in 1982. Over the years Evelyn has also been acti e in the PTA. Cub and Girl Scouts. League of Women Voters and other civic organizations. MATRONS OF HONOR ANNE BARTFF Anne Bartee is the daughter of the sponsor and the granddaughter of ' ADM Momsen. She currently resides in Stauton. Virginia, with Jack, her husband of 39 years. Anne has three children and three grandchildren. -Anne and her husband ha e sen ed many churches throughout Virginia during his career as a minister and are now enjoying retirement in the Shenandoah V ' allev. CHARLOTT E KTFJN Charlotte Klein of Winchester, Virginia, is AD.M Momsen ' s granddaughter and the daughter of CAPT Charles and Helen 0 Day Momsen. Jr. Charlotte and her husband. Jon. together raised two children during their 40 years of marriage. She is a longtime antiquarian and active member within the community ser ing on many boards and organizations. HELEN HA RT MOM.SFN Helen Hart Momsen, daughter of CAPT Charles Bowers Momsen. Jr. and granddaughter of ADM Momsen. is an international columnist, speaker and author of n o books on professional embroider . .An honorary member of the Submarine Veterans Association, she is acti e ithin the submarine historical community. She has six children, six grandchildren and calls Virginia home. ALICE CA LLLSTRO Alice Callistro is the stepdaughter of VADM Momsen and the late .Anne lr ine .Momsen. .Alice is an Elder in the Presbyterian Church and has been an acti e civic volunteer for o er 30 years. Alice lives in Stockton. California, with her lusband of 38 years. Richard. They iiave two children. Charles and Ann. Christening t is steeped in tradition that can be traced to when ships first set to sea several centuries ago. This custom lives on today and is practiced in some form by all seafaring nations. On the overcast morning of August 9, 2003, Bath Iron Works (BIW) christened one of the Navy ' s newest and most capable warships. BIW hull 475 was officially christened MOMSE.N. A crowd of over 2500 people was on hand to witness this bit of maritime tradition. Among those in attendance were several Navy officials, a former crewmember of the USS SQUALUS who was rescued by Vice Admiral Momsen in 1939, and future planko ners. Hsu is a fourth generation Chinese-American ith a lineage dating to the Union Pacific Railroad construction. X SHIP ' S SERVICEMAN (SH) SHs are employed in a ariety of diverse serv ices outlets. They cut hair in the barbershop, manage the ship ' s store, operate all laundrv ' serv ices, and maintain inventory control and financial records associated v ith their work. POSTAL CLERK (PC) PCs perform postal counter duties, primarily in preparing, processing, and routing postal correspondence, records, and reports. DISBURSING CLERK (DK) DKs compute pay. prepare pa rolls, manage the , ' TM. and process financial entitlements for the crew .
