He graduated l962 front the University of Maryland. 1 a B.S. Degree in Industrial Manage- He was promoted to the rank of on 1 October 1982. His initial sea duty assignment was in ALAMO ILSD-331. followed by as- to USS LESTER IDE-10221 in 1964. Upon completion of Destroyer School September 1965. he reported to USS BERRY IDE-10351 and served the Weapons and Operations Officer. In June 1968. he was assigned to USS HENRY B. WILSON IDDG-71 as Weapons Officer. In June 1970, he reported to the Bureau of Naval Personnel and served in the Enlisted Personnel Detailing Section. He attended the Naval War College at NCWPOIT, Rhode Island from August 1972 .29 to August 1973. While at the Naval War College. Captain Kaiss received his Mas- ters Degree in International Affairs from George Washington University. Ile be- came the Executive Officer of USS MCCANDLESS IFF- 108-ll in October 1973 and was assigned as Executive Officer of Navy Recruiting District Seattle in Janu- ary 1975. He returned to sea in 1978 as Commanding Officer of USS PAUL F. FOSTER IDD-96-il. In 1980. he was assigned to the Naval Military Personnel Command as the Sur- face Commander Detailer. In January 1983. he assumed command ofUSS WIL- LIAM H. STANDLEY tCG-321. In January 1985. he was assigned as the Command- ing Officer ofUSS MISSOURI IBB-631 and was involved in the reactivation and recommissioning. Captain Kaiss' last assignment was as the Assistant Chief of '1tistrrili'ri.Hrjltl l'utt'liirIgsol1lt' mils and chatting with the boys. riioigs time off with menibc-rs ofthe crew. Staff for Warfare and Tactics, COMNAVSURFPAC. While at COMNAVSURFPAC. he completed his Master's Degree in Business Administra- tion at National University. He assumed command of Battleship Missouri on 13 June 1990. Captain Kaiss' personal awards in- clude the Legion of Merit with Gold Star, Meritorious Service Medal with two Gold Stars, the Navy Commendation Medal with two Gold Stars, Navy Achievement Medal, Vietnamese Cross of Gallantry with Bronze Star, and the Vietnamese Legion of Merit First Class. Throughout his career, he has re- ceived strong support from his family- his wife, the former Veronica Resch and their two children, Julie and Andy. The Kaiss' currently reside in San Diego .

Captain Frank's personal awards include the Meritorious Service Medal ffour awardsl, the Navy Commendation Medal and the Navy Achievement Medal. He is man'ied to the former Nancy Ellen Bruce of Monterey, California. They have two sons, Joe and Brian.
