ATLANTIC FLEET PICTORIAL HISTORY 1953 Rear Admiral Frank Thomas Watkins Commander Mine Force U. S. Atlantic Fleet Frank Thomas Watkins -was born in Provo, Utah, on December 15, 1898, the son of Charles F. Waktins, Sr., and Mrs. Mary Bertha (Kearney) Watkins. Upon completion of secondary schooling in Salt Lake City he entered George Washington University, Washington, D. C, in 1917. During that year he successfully passed the entrance re- quirements to the U. S. Naval Academy and ac- cepted appointment as a midshipman in June, 1918. Graduated and commissioned Ensign on June 2, 1922, he advanced to the rank of Captain on June 21, 1942. His selection to the rank of Rear Ad- miral was approved by the President on December 1, 1948, and confirmed by the Senate to rank from August 1, 1948. Since 1918 his home address has been 1549 North Harvard Boulevard, Hollywood, California. After graduation from the Naval Academy in June, 1922, he reported to the USS MISSISSIPPI. He served in that battleship until June, 1925. After qualifying in submarines at the Submarine Base, New London, Connecticut, in December, 1925, he had consecutive duty until June 1929 in the USS S-8 and the USS S-16. He was then trans- ferred to duty at the Submarine Base, Pearl Har- bor, Territory of Hawaii, where he served until April, 1931. Following ten months ' duty in the USS S-27, he was transferred to the USS S-29 in February, 1932, and in March assumed command of that subma- rine. Relieved of that command in June, 1934, he served in the Production Division of the Navy Yard, Mare Island, California, until May, 1936. For the following three years he was in command of the USS CACHALOT, at that time a new fleet type submarine. He then went to duty in the Fleet Training Division, Office of the Chief of Naval Operations, Navy Department, Washington, D. C. In March, 1941 he reported for duty as Assistant Naval Attache at the American Embassy, London, England, and in September of that year was desig- nated Special Naval Observer. During his assign- ment in England he served in the British subma- rine TORBAY, the submarine tenders MAID- STONE and MEDWAY, and the destroyer WHITEHALL, British ships conducting war oper- ations against the Germans and Italians in the Eastern and Western Mediterranean. He returned to the United States in November, 1941 just prior to the Japanese attack on Pearl Harbor. After two months ' duty in the Office of the Chief of Naval Operations, Navy Department, he was ordered to command Submarine Experi- mental Division ONE, with additional duty in con- nection with the training of new submarines. He then served as Commander Submarine Division ONE HUNDRED TWO in the Pacific Fleet from May, 1942 to May, 1944, and while in that duty commanded the USS FLYING FISH on her Sixth War Patrol. For services as Commander Submarine Division ONE HUNDRED TWO he was awarded the Legion of Merit, and for heroic achievement in command of the USS FLYING FISH, he received the Bronze Star Medal, both with Combat V. For service as Officer in Charge, Submarine Sec- tion, Fleet Maintenance Division, Office of the Chief of Naval Operations, from June 12, 1944 to Au- gust 3 0, 1945, he received a Letter of Commenda- tion with authorization to wear the Commendation Ribbon, from the Secretary of the Navy. Follow- ing duty as Chief of Staff to the Commander Task Force SIXTY EIGHT, which escorted President Harry S. Truman to the Potsdam Conference in 1945, he assumed command, in October of that year, of the USS GUAM. He commanded that large cruiser during the occupation of Korea, and afterward brought her back to the United States for decommissioning. He reported in January, 1946 for duty as Chief of Staff and Aide to Commander Submarine Force, Pacific, and served in the assignment until Sep- tember, 1947. He then organized and became the first Commanding Officer of the U. S. Naval School, General Line, Monterey, California. After promotion to the rank of Rear Admiral he re- ported to the Bureau of Naval Personnel, Navy Department, Washington, D. C. and served as As- sistant Chief of Naval Personnel (Personnel Con- trol), from May, 1949 until August, 1951, when he assumed command of Cruiser Division TWO, U. S. Atlantic Fleet. He became Commander Mine Force March 4, 1952. In addition to the Legion of Merit with Combat V, the Bronze Star Medal with Combat V, and the Commendation Ribbon, Rear Admiral Watkins has the Victory Medal (World War I); the American Defense Service Medal, Base Clasp; the Asiatic-Pacific Campaign JVledaJ; the American Campaign Medal; the World War II Victory Medal; and the Navy Occupation Service Medal, Asia Clasp. Atlantic Fleet Captain Elonzo Bowden Grantham, Jr., USN, presently Chief of Staff on the Staff of Commander Mine Force, U. S. Atlantic Fleet, was born in 1907 at Rocky Mount, N. C. After attending Rocky Mount High School he gained appointment to the U. S. Naval Academy, graduated in 1930, and was commissioned Ensign. On 13 April, 1940 Captain Grantham wedded the former Miss Alice Wight of Norfolk, Va., and they now have two daughters, Emily Virginia (9) and Anne Elliott (2). Captain Grantham has served fourteen of his 22 Navy years at sea with duty in an aircraft carrier, a cruiser, and various destroyers performing as- signments in the Pacific, Atlantic, Asiatic, and Mediterranean waters. During that period he was commanding officer of two destroyers and a de- stroyer division. The Captain ' s shore duty has included two tours in Washington, D. C, in the Office of the Joint Chiefs of Staff and a course of instruction at the Naval War College, Newport, R. I. Captain Grantham has served as COMINLANT Chief of Staff since June, 1952. LCDR M. J. Carpenter Flag Secretary Lt. A. L. Peek Flag Lieutenant - ' Commander J. S. Shilson Operations Officer Atlantic Mine Force James Starr Shilson, Commander, U. S. Navy, was born in Norfolk, Virginia on 22 May, 191 0 to James Shilson and the former Sarah H. Edmonds. CDR Shilson attended the Swavely Preparatory School, Manassas, Virginia; Maury High School, Norfolk, Virginia; and the University of Virginia, class of 1931. His later schooling -was obtained at the Naval Academy where he -was commissioned Ensign in May, 1934 and here he also obtained his B.S. de- gree. His M.S. degree was later obtained at Massa- chusetts Institute of Technology. At Long Beach, California, on 12 June, 1936 CDR Shilson married Shirley Virginia Webster of San Francisco, California. To them have been born Shirley Starr Shilson, on 28 March, 1937 and James Shilson II, on 6 January, 1953. He is a member of National Sojourner Society, Shrine Organization, 32-degree Mason, Phi Delta Theta and American Meteorology Society. A brief biography of his Naval career follows. CDR Shilson served on battleships, cruisers and destroyers and attended post-graduate instructor school in meteorology prior to World War II. Dur- ing the first year of this war he was on carrier Enterprise and after a short time of duty in Pearl Harbor, he joined the staff of Commander, Central Pacific, Adm. Hoover. In the summer of 1944 CDR Shilson returned to the U. S. A. for duty as X. O. and OinC of Fleet Weather Central in NorVa. In January, 1946 he joined ComNavPhil Staff in Manila, then in July of 1947 he was assigned to CNO as operations officer of Naval Aerological Service. In May, 1949 he took command of Shannon (DM-25) and served in that capacity for 27 months. He is now As- sistant Chief of Staff for Operations, Staff, COM- INLANT. Atlantic Fleet Mine Force Prior to becoming one of the seven type com- mands of the Atlantic Fleet, the U. S. Atlantic Fleet Mine Force was originally a part of the Serv- ice Force, U. S. Atlantic Fleet and operated during World War II as Service Squadron FIVE. The minelayers and minesweepers under this command performed a valuable job in the African, Mediter- ranean and European Theatres during the last conflict. In late 1945 and early 1946, the Navy Depart- ment decided to incorporate another type command within the fleet to be known as Mine Force, U. S. Atlantic Fleet. From 1 January to 4 January dur- ing the re-establishment of the Mine Force, the command was left under the direct jurisdiction of Commander, Service Force, Atlantic Fleet until a commander could be assigned. On 1 April, 1946 Capt. R. F. Olds, USN, was appointed the first commander of Mine Force, At- lantic Fleet. Temporary headquarters was located in Norfolk, Va., and on 15 June, 1946 was moved to Charleston, S. C. and established at the U. S. Naval Section Base. In September, 1946 the base was officially designated the U. S. Naval Mine- craft Base. The mission of Commander, Mine Force, Atlantic Fleet is to maintain the personnel of the Force in the highest condition of readiness and efficiency, in order that the units of the Force, individually or collectively, may accomplish at any time the missions and tasks assigned. Further, Commander Mine Force has the responsibility to, and acts as principal advisor for the Commander-in-Chief of the U. S. Atlantic Fleet in all matters of offensive and defensive minelaying and mine countermeas- ures operations. The Mine Force is not a small type command. Containing over 70 ships of various types the Force has over 7,500 enlisted men and 630 officers. Berthing facilities include Piers Able and Baker at the Minecraft Base, the Ashley River buoys, dol- phins and quarantine anchorage at the mouth of the Ashley River. Among the ships of the Mine Force are many firsts. One of the most outstanding of these is the USS Ellyson (DMS-19). She is the oldest com- batant U. S. Naval vessel in active commission. She was also the flagship of Destroyer Squadron TEN when that squadron was engaged in a 72- hour chase and sinking of a German submarine in 1944. It is reported to be the longest single sea- chase on record in U. S. Navy files. Other ships of the Mine Force that took part in that historic chase, in company with the Ellyson, are the USS Rodman (DMS-21), the USS Hambleton (DMS- 20) and the USS Macomb (DMS-23), all members of the Atlantic Fleet Mine Force. Another first is claimed by the USS Revenge (AM-110) which was the first U. S. Navy vessel to enter Tokyo Bay after the cessation of hostilities in World War II. The largest single minesweep in the annals of Naval History was conducted by Captain Wayne R. Loud, USN, a former Chief of Staff of the Mine Force. With the destroyer minesweeper Ellyson as flagship, Mine Division SIX swept 7,900 square miles of the East China Sea during World War II, destroying many Japanese mines, thereby removing a serious menace to Allied shipping. Capt. W. J. Richter, USN, another Mine Force Chief of Staff, conducted one of the largest and probably the last surface mine laying operation under war time conditions, aboard the USS Shea in the Pacific during World War II. The Mine Force also has command of the first organized small boat sweeping unit in the Atlantic Fleet, Mine Sweeping Boat Division 101. The Mine Force has the only net tenders in the Atlantic Fleet under its command. It also has a great many of the wooden-hulled auxiliary mine- sweepers that are considered more capable of sweeping any type of mine than any other ship presently in the fleet. Ships of this type are making a new chapter in Naval history in their operations on the Korean coast. The Mine Force also contains supply and repair ships, command ships and yard vessels. Capt. R. F. Olds, the first commander, Mine Force, was advanced to the rank of Rear Admiral while acting in this capacity. Admiral Olds â– was relieved on 3 January, 1948 by Rear Admiral B. Hall Hanlon who was in command of the Mine Force until 4 March, 195 2. He -was relieved at that time by Rear Admiral John Philip Womble, Jr. Admiral Womble commanded the Mine Force for two years, being relieved by Rear Admiral Wil- liam Vincent O ' Regan on 3 March, 1952. The present Commander, Mine Force, U. S. Atlantic Fleet, Rear Admiral Frank T. Watkins, took over the command of the force from Admiral O ' Regan on 31 July, 1952.
