The concept and growth of the Carrier Division Staff and the Carrier Division Striking Force has paralleled that of the carrier itself, and of carrier aviation in general. Chiefly concerned with plans, policies and proposals on the one hand and decisions and action on the other, the Carrier Division Staff was born of the need for such a staff on a carrier when it became evident prior to World War II that the carrier would be an independent striking force. In the simplest of terms, the Commander of a Carrier Division is a floating boss who is on hand to make those on-the-spot decisions, whether in peace or war, that are so vital and which can be made by no one else. Embarked on the Midway during the greater part of her 1962 Western Pacific Cruise was Carrier Division Three, which was reactivated in 1950 and has been ope- rational under the Pacific Fleet ever since. iiartermasters Morris.
