Austin University, Nacadoches, Texas, Commander Covington received his commission from the Officer Candidate School, Newport, Rhode Island. Sea assignments for Commander Covington include tours as Weapons Officer and then Chief Engineer, USS COBBLER (SS344); Chief Engineer, USS BONEFISH (SS582); Operations Officer, USS JOSEPHUS DANIELS (CG-27); Executive Officer, USS GLOVER (FF1098); and Operations Officer, USS NEW JERSEY (BB-62). Shore assignments include Force Training Officer, for Commander Submarine Force, U.S. Pacific Fleet; and Executive Officer, Enlisted Personnel Management Center. Commander Covington is the son of the Reverend and Mrs. Clifford Covington of Dallas, Texas and is married to the former Beverly Carol Baird of Houston, Texas. They have one child, Cristin. MERRILL, DEPARTING CDR. ROGER L. MILLER, USN Commander Roger Lee Miller was born in Cincinnati, Ohio and graduated from the University of Cincinnati with a Bachelor of Arts degree in Foreign Affairs. After commissioning from Officer Candidate School in October 1968, he served as Communications Officer onboard USS SAN MARCOS (LST-25) until September 1970. He graduated from Naval Destroyer School in May 1971 and subse- quently served as Engineer Officer onboard USS BUCK (DD-761 ). His other sea duty assignments have been as Commanding Officer, USS MOLALA (ATF-106), Executive Officer of USS ELLIOT (DD967) and Chief Staff Officer, Destroyer Squadron Thirty One. Commander Miller has served ashore as a Junior Officer Detailer in the Bureau of Naval Personnel and as the Gas Turbine and new Con- struction Type Desk Officer on the Staff, Commander U.S. Naval Force, Pacific Fleet. Commander Miller is a graduate of the Naval Command College, Newport, Rhode Island. His personal decorations include the Navy Commendation Medal with Gold Star and Navy Achievement Medal. I I JUST CHEWED OUT MY ENTIRE DEPARTMENT Welcome to the Domain of King Neptune The boisterous ceremonies of crossing the line are of such ancient vintage that their derivation is lost. It is well known that ceremonies took place long ago when the ship crossed the thirtieth parallel, and also when going through the Straits of Gibraltar. These early ceremonies were of the roughest sort and were, to a great extent, supposed to try the crew to determine whether or not the novices on their first cruise could endure the hardships of a life at sea. Then, as is the custom at the present time, it was primarily a crew ' s party . The Vikings were reported at an early date to carry out these ceremonies on crossing certain parallels. It is highly probable that the present-date ceremonies passed on to the Angles, Saxons, and Normans from the Vikings. At an earlier date, ceremonies of propitiation were carried on. Neptune, the mythological god of the seas, was appeased by the seaman, and marks of respect were paid those of his underwater domain. It is plausible that a part of the ceremony grew out of traditions of other days, even though sailors had come to doubt the existence of Neptune. Nevertheless, Neptune Rex is today the majesty who rules in the ceremonies.
