USS McCloy, the second of the FF-1037 class frigates, is named for Lieutenant Commander lohn McCloy. LCDR McCloy enlisted in the Navy in 1898. He won the Congressional Medal of Honor in 1900 for valor during the China Relief Expedition lBoxer Rebellionj. He received na second Medal of Honor in 1914 for action in the Veracruz, Mexico Occurpation. He received his commission in 1916. After commissioning on Oct. 21, 1963 at the Charleston Naval Shipyard, Charleston, South Cardina, USS McCloy reported to her homeport, Newport, Rhode Island. Since then, she has played a major role in testing and evaluating state-of-the-art Anti-Submarine Warfare QASWQ sensors and weapons systems. McCloy has spent much of her career operating overseas. From january through May 1967, she operated with the NATO multi-national Destroyer Squadron in Exercise MATCHMAKER Ill off Northern Europe. She spent the remainder of 1967 operting with the Second Fleet in the Western Atlantic. Working with South American navies, McCloy participated in UNITAS IX from luly to November 1968. During these exercises, she circumnavigated South America around Cape Horn. From lune through November 1969, McCloy deployed to the Mediterranean Sea, serving with the Sixth Fleet. Throughout 1970. McCloy continued training in her primary mission. participating in numerous ASW exercises in the Western Atlantic. McCloy spent the first half of 1971 in overhaul. Upon completion, she conducted Refresher Training in Guantanamo Bay, Cuba. During early 1972, McCloy conducted NATO exercises off the Iberian Peninsula, luly through November 1972 saw McCloy deploying to the North Atlantic and North Sea for NATO exercises. While on this deployment, she crossed the Arctic Circle. g McCloy ushered in 1973 by participating in Operation SPRINGBOARD 73 in the Caribbean for one month. Following this, she entered Boston Naval Shipyard to receive the Towed Array Surveillance System QTASST, her newest ASW system. TASS consists of a series of hydrophones designed to detect submarines passively. Changing her homeport to Norfolk, Virginia., McCloy spent the remainder of 1973 evaluating TASS In VBYIOUS operations. The next year, McCloy took part in SPRINGBOARD '74, prior to deploying to Northern Europe in September and October for NATO Operation NORTHERN MERGER and a Baltic Sea cruise. From March to September 1975, McCloy underwent on overhaul. On luly 1, 1975, her designation was changed from DE lDestroyer Escortl to FFiFast Frigatel. After Refresher Training ar Guantanamo Bay, Cuba, McCloy deployed to the Mediterranean Sea in April 1976. While operating with the Sixth Fleet, McCloy participated in two evacuations of Lebanon, various NATO and fleet exercises, and TASS operations. She retured to Norfolk in October 1976. After taking part in various exercises in the Western Atlantic, McCloy deployed to the Mediterranean Sea ln luly 1977. Before returning to Norfolk in December 1977, she took part in numerous ASW and TASS operations. Continuing her trend setting role in ASW, McCloy conducted several special research operations for the Chief of Naval Operations during 1978. These prepared McCloy for her next Mediterranean deployment, from October 1978 to April 1979. Upon returning from the Mediterranean, McCloy began a one year overhaul in the Norfolk Shipbuilding and Drydock yard. Upon completion of her overhaul, McCloy want to Guantanamo Bay, for Refresher Training, successfully completing all requirements ahead of schedule. McCloy ended 1980 by participating in COMPTUEX 1-81 in the Caribbean Sea, in preparation for a Mediterranean deployment. Deployed from Februarytoluly 1981,McCloy participated in various ASW exercises and TASS operations. For her excellent performance,McCloy was awarded the ASW HOOK-UM Award in August 1981 and a Meritorius Unit Commendation in April 1982. After returning from the Mediterrianean Sea, McCloy took part in numerous ASW and TASS exercises in the Western Atlantic. She also held bilateral exercises with Spanish Navy units off the Iberian Peninsula in September and October 1981. McCloy continued her busy pace through April 1982 when she took part in READEX 2-82. june 1982 was the beginning of another Mediterranean deployment for McCloy. Taking part in sereral American and Allied exercises, she set several TASS operation records. In addition, while serving with the Multi-National Forces, McCloy aided the evacuation of the Palestine Liberation Organization from Beirut, Lebanon. McCloy returned to Norfolk in December 1982.
