He graduated from the College of Architecture and Design at Kansas State University in 1965, receiving his commission through the Reserve Officer Candidate Program of the U. S. Naval Reserve upon graduation. He has attended the U, S. Naval School Deep Sea Divers, the U. S. Naval Destroyer School and is a graduate of the Armed Forces Staff College in Norfolk, Virginia. As a junior officer, Lieutenant Commander DYER served as Operations and Salvage Officer on USS ATAKAPA ATF-149 and as Salvage Officer and Executive Officer on USS MOSOPELEA fATF-1581. He participated in numerous Vietnam combat operations as Engineering Officer aboard USS WILTSIE fDD-7161. From 1971 to 1973, Lieutenant Commander DYER served as Executive Officer on USS HAWKINS fDD-873l. He has received three awards of the Navy Commendation Medal, the Navy Achievement Medal and various campaign and expeditionary medals. In other assignments, Lieutenant Commander DYER has served as a Surface Warfare Assignment Officer in the Bureau of Naval Personnel and as Personal Aide to the Chief of Staff to the Supreme Allied Commander Atlantic.
