KAFFER was born on Z9 March 1924 at Denver, Colorado and attended grade and high schools in Denver. After graduation from High School, CDR. KAI-'FER received an ap- pointment to the United States Merchant Ma- rine Academy. CDR. KAFFER reported on active duty with the Navy as an ENSIGN, USNR. He was as- signed to USS GENERAL!-1. W. BUTNER 1.-XP- 1131 and served on board that ship as Assist- ant First Lieutenant, Assistant Navigator and Communications Officer. CDR. KAFFER next served in USS VER- MILLION QAKA-1071 as Communications Of- ficer. He was then transferred to USS COR- REGIDOR QCVE-581, serving as Communica- tions Officer and later as Navigator. He was promoted to the rank of Lieutenant Commander, USNR, in 1955, and later ac- cepted a commission as a Lieutenant. U.S. Navy. He was assigned to USS AMMEN UDD- 5Z7J as Operations Officer. ln January 19 58 CDR, KAI-'I-'ER reported for duty as Assistant to the Commander Naval Training Center, G reat Lakes, lllinoiei and was promoted to the rank of Lieutenant Comr mander, U.S. Navy in March 1958. In January 1960 he wa s assigned to USS CHARLES P. CECIL QDDR-8351 as Executive Officer. CDR. KAF1-'ER was detached from CECIL in July 1961 and reported for duty on the staff of the Naval Destroyer School. He wa n pro- moted to the rank of Commander, U.S. Navy in September 1962. CDR.
