To a landsman this is not under- standable and sometimes it is even difHcult for us to un- derstand. But it is so! A ship at sea is a distinct world in herself and in consider- ation ofthe protracted and distant operations of the fleet units, the Navy must place great power, responsibility and trust in the hands of those leaders chosen for command. In each ship there is one man Who, in the hour of emergen- cy or peril at sea, can turn to no other man. There is one alone who is ultimately responsible for safe navigation, engineering performance, accurate gunHre, and morale of his ship. He is the Commanding Officer. He is the ship. His is the most difficult and demanding assignment in the Na vy. There is not an instant in his tour as the Command- ing Officer that he can escape the grasp of command re- sponsibility. His privileges in View of' his obligations are almost ludicrously small, nevertheless, command is the spur which has given the Navy its ji great leaders. Capt. Ira M I-Iipper was 0 0 , Comman ding Hcer Captain Ira Mark Hipper was born and raised in Brooklyn, New York. He 2 I 1 graduated from Brooklyn College in 1960 with a Bachelor of Arts degree in . jj, Q' Economics and was commissioned and Ensign in January of 1961. 5 yfjxi ' Ss 6' MESA- After attending Combat Information Cen ter School and Radar Intercept ' - OfHcer's training at NAS Glynco, Georgia he reported to VF-121 NAS Miramar where he was awarded his wings in January 1962. His first tour was with VF-96 previously known as VF-142 embarked aboard USS Ranger I C V-61 1. During this tour USS Ranger made its first combat cruise at the onset of the Vietnam War. After departing VF 1142 he reported to Naval Air Systems Command as a Project Officer in the Navy's Fighter Design Office. After completing refresher training with VG-101 he reported to VF-103 and completed two Mediterranean deployments onboard USS Saratoga I C V-601. In 1971 Captain Hipper reported as an instructor to VF-121. Subsequent to his assignment in 1973 he reported VF-21 making two more Western Pacific deployments with the USS Ranger ICV-611. Capt. Hipper's next tour was as Executive OfHcer VF-92 until their disestablishment in June of 1975. Thereupon he reported to Commander Fighter Airborne Early Warning Wing PaciHc Fleet and then to Naval Air Maintenance Training Detachment as the Officer-in-Charge until December 1976. His next assignment was as Executive OfHcer VF-11 embarked on USS Roosevelt I CV-421. In June 1978 he assumed command of VF-111 Sundowners until he was relieved in Subic Bay, R.P. aboard USS Kitty Hawk KCV-631. In January 1980 he reported aboard USS Kitty Ha wk un til his next assignment as Assistant Chief of Staff for Operations and Plans for the Commander Sixth Fleet in 1982 where he remained until July 1934 Captain Hipper assumed command of the USS Mars on 25 January 1985 Captain Hipper has logged more than 3600 flight hours which includes 2500 hours in F 4 s and 800 hours in F 14s with nearly 900 carrier landings He has had combat experience in Vietnam He is married to the former Audrey Parnham of Calcutta India who resides in San Diego California with their two children Scott and Todd if tomorrow all the things were gone . . . . . . , , 1 , 4 n f 1 . . 4 e - . , , o ' ' 4 . , k , I I ' ' . mm-emu-4-4.

Deck Department Head In 1976 he was assigned to USS LITTLE ROCK ICG 41115 Navigator When LITTLE ROCK was decommissioned in November 1976 he was ordered to USS NE WMAN K PERRY IDD 8831 for temporary duty awaiting duty as a student at the Surface Warfare Officer School Command Department Head Course in Newport Rhode Island Upon completion of the Department Head Course he was assigned in November 1977 to USS DOWNES IFF 10701 as Oper ations Officer followed in January 1980 with his assignment to USS WABACH IAOR 51 as Operations Officer In October 1981 Lieutenant Commander Harris tions Officer In April 1984 Lieutenant Commander Harris reported to USS MARS IAFS 11 where he presently serves as Executive Officer He was designated quali fied for Surface Command on 7 March 1985 Lieutenant Commander Harris is a recipient of the Navy Commendation Medal Presidential Unit Citation Ribbon Meritorious Unit Commendation Ribbon Bat tle Efficiency Ribbon Navy Expedition Medal I w!Bronze Star1 National Defense Service Medal Vietnam Service Medal I w!Bronze Stars1 two Humanrtarran Ser vice Medals Sea Servrce Deployment Ribbon I WX3 Bronze Stars1 Republic of Vietnam Meritorious Unit Citation Iwfpalm1Republ1c of Vietnam Campaign Med al and Expert Pistol Shot Medal Lieutenant Commander Harris is married to the former Jo Anne Jacko of Trum bull Connecticut They have three children Jessie James and Emily The Harris family resides in Mare Island California .
