Born 23 April 1929 at Goodland, Kansas, Commander Harper graduated from Lakewood h I in Kansas and Colorado High School, Lakewood, Colorado in 1947 after attending sc oo s ln 1947 he enrolled in the University of Colorado and the NROTC Program. ln. 1951 he received a Bachelor of Science degree in Aero Engineering and was commissioned as an Ensign on 9 June 1951. Commander Harper served on the USS BLUE IDD-7441 as CICXASW Officer. lnP1952 he ' M 1954 became a student aviator at Pensacola, Florida.
