All witnesses, and immediate superiors, as well as a legal officer are present at the proceeding. CAPTAIN ' S MAST The Navy has a system of justice suited to the unique de- mands of the service. As specified in the Uniform Code of Military Justice, violations of regulations less than civil crimes, but nece- ssary for the operation of the Navy are considered by Captain ' s Non- judicial punishment, as specified in Article 15 of the code. Captain ' s Mast is an informal means of disciplining violators. They are subject to a series of carefully delineated punishments ranging from a verbal reprimand to reduction in rank. Each per son brought to mast has the option of accepting the informal discipline or requesting a courtmartial, a for- mal legal proceeding. ■ »«i| l-.ach person lirought to mast has the opportunity to explain any mitigating or extenuating cicum- stances, or to remain silent. f ) l . After reviewing all testimony and evidence the Captain disposes of the case or convenes a court- martial.
