Assisting in this enterprise were three com- missioners: Francis J. Ross, Benjamin Chaires, and John Bellamy, Later that same year the Legislative Council created Duval County, changing Cowford to Jackson- ville, they named it also its county seat. The rise ot the new town was not as rapid as the early settlers had hoped. lvleasurable growth was minor for, until l83O, Jacksanville's building program accounted for only one house a year within the town limits. Gradually, however, the building was slanted toward more modern construction with the addition of a steam sawmill and a brick kiln, The log cabin was on its way out, By l83O the town of Jacksonville had about lOO citizens. Davis in his l-listory of Jacksonville gives record to the city's first wheeled vehicle, a dray driven by a venerable colored man named Sam Reed and drawn by an appropriately venerable mule named John. This dray served the city and was also the town hearse in the early eighties Carriages supplied the first urban transportation along with the sulky, the buggy, and the saddle horse, for parties on the St. Johns River the rowboat served supremely, Attesting to more vigorous activities of adventuresome young men is the ordinance of l857, which prohibited horse racing on the streets of the town. The earliest record of city transportation is found in the chartering of the Jacksonville Horse Railroad Company for the purpose of inaugurating a street car system, Although the construction was started in l875, the proiect was not completed because of financial difficulties The next company to be incorporated was the Jacksonville Street Railway Company. To them the city council granted a franchise to lay tracks on the streets of Bay, Catherine, Duval, l-logan, Forsyth, and Julia This line was opened in the fall of l88O with a schedule-promise of once every 30 minutes . On this one might ponder sceptically because the loco- motive was a mule, colloquially called a hay burner, On February 24, l893, an exciting phase of transportation introduced a new pace from Bay Street to the Water Works, By May, l895, the clang-clang of the electric street car had succeeded the horse-drawn carriage, but another gen- eration was to remember it only in a popular song. PQI fs... - on an-.1111 ,ar QW 3ElllllllS During the palmy tourist days of the eighties, when Jacksonville was known as the Winter City in Summerland , the names St. James, Carleton, Windsor were leaders on the preferred lists of where to go. Fastidious travelers from the North and East knew them well. Often referred to as the Fifth Avenue Hotel of Florida , the St. James was one of the pioneers in fashionable tourist life. Its doors were opened to the public, January 'l, l869, subsequently it was enlarged to occupy an entire square, bounded by Duval, Laura, Church, and l-logon streets. A frame construction, four stories high, it could accommodate SOO guests, providing hot and cold water, a passenger elevator, steam heat, and electric lights both inside and out. Outstanding in its pride was the fact that on its premises were installed the first electric lights in the state. Supporting its reputation for elegance and grandeur were its magnificent parlors and reception rooms, and not least among its attractions was the brass and string band which enlivened each season with daily concerts and played for the gayest of Saturday night hops. Rich in the praise of prominent Americans and nobility abroad, the St. James knew a proud heritage which only a few persons can-even echo now. When fire swept the city of Jacksonville in May, l9Ol, this entire structure was destroyed. The St, James building now occupies the site. Every public building, except the United States Government building was razed, public records and documents, except those housed in the county judge's office in the court house, were destroyed. Twenty- three churches and ten hotels were included in this devastoted oreo. A blanket of smoke and flame covered the city while people of every class struggled to save their lives and possessions. This was the largest fire, both in oreo and property, ever recorded by any Southern city. The total value of all the property destroyed by fire was approximated ot Sl 5,000,000 The indomitable spirit of Jacksonville citizens cannot be over-estimated. What sustained them heroically throughout the crisis stdyed on to stitfen their will for the work ahead. The dark ashes of o leveled town had scarcely become reality before the eclipse was slanted by bright plans for a modern city ot brick ond stone. Resembling a buggy, this locomobile, known as Stanley No. 2, came equipped with bicycle pneu- matic tires. Its steam-driven engine of 5 horse power could, under favorable condi- tions, attain the speed of 40 miles an hour. This vehicle made its first appearance in Jacksonville in l900. Ownership of automobiles increased rapidly, in l903 there were 32 modern miracles and by the fall of i905 the city boasted of l66. These persuasive figures were proudly used to illustrate the progressiveness of the city. One of the first lang trips made in an automobile was recorded on April 3, l905. F. E.
