COMMAN I G OFFICER Captain Richard D. West COMMAND AT SEA ,332 Captain Richard D. West hails from the Finger Lake Region of New York State, graduated from the University of Rochester in 1965 and received his commission through the NROTC program. He attended the Naval War College and holds a Masters Degree in Management from Salve Regina College. Captain West previously served aboard USS WASP CCVS-183 35 Division Officer and First Lieutenant, USS CHARLES F. ADAMS KDDG-21 as a Department Head and as Commanding Officer of USS OPPORTUNE QARS-415 and USS MCINERNEY CFFG-81. Shore assignments included Operational Test Director for the Navy'5 Cruise Missile Program at COMOPTEVFOR Norfolk, VA, Staff Officer with the Chief of Naval Operations COP-061, Washington D.C., and as Deputy Assistant Chief of Staff for Operations, CIN- SOUTH Naples, Italy. He assumed command of USS LEAHY on November 1, 1989. Captain West and his wife Bernadine, have three children, Kim- berly 22, jennifer 15 and Benjamin 11. FROM: The Crew Of USS LEAHY CG-16 TO: Richard D. West, CAPT USN We bid you a farewell on this last cruise under your command. You took command of us on our last Persian Gulf deployment, lead us through SRA, seemingly never ending inspections, deployment work-ups and another deployment to the Persian Gulf, this last in support of Desert Storm. During your tour you were always fair, firm, direct and honest with us, whether it was at Captain's Call or one-on-one in a passageway. May you always have fair winds and following seas! THE GUIDED MISSILE CRUISER LEAHY is the lead ship in a class of nine ships. USS LEAHY was built by Bath Iron Works in Bath, Maine. The Keel was laid December 3, 1959 and the ship was Commissioned in Charleston, South Carolina in 1962. LEAHY made six Mediterranean Cruises while home- ported on the East Coast. On her last Med Cruise, LEAHY became the first U.S. Ship to visit Lenningrad, U.S.S.R. since the early 1860's. In 1976 the ship came to the West Coast to her new homeport, San'Diego, California. Her first Western Pa- cific Deployment was in February 1979. In july 1987, USS LEAHY entered Long Beach Naval Shipyard for the installation of the New Threat Upgrade KNTUD which significantly increased her combat capabi- lities, making her a force to be reckoned with well into the next Century. In August 1990'LEAHY was the senior host ship for the first Soviet visit to the West Coast of the United States. . This Westpac was her seventh. EXECUTI E OFFICER Commander David Selecman is from Central Iowa, graduated from Iowa State University in 1976 and re- ceived his commission through the NROTC Program. He has served at sea as Damage Control assistant aboard USS RICHARD S. EDWARDS CDD-950l, Ship Control Of- ficer in USS CURTIS IFFCI-387 and Operations Officer on- board USS CRIDLEY CCG-2'll. Shore assignments include Fleet Training Group, San Diego and the Staff of Naval Officer Candidate School, Newport, Rhode Island. CDR Selecman served as Executive Officer aboard USS LEAHY from December 1989 and was relieved May 91. CDR Selecman is married to the former Diane Macone of Melrose, Massachusetts.
